Grants Associate, Iraq Civil Society Activity (ICSA) At Counterpart International

Counterpart International is currently seeking a Grants Associate to support the implementation of this Project’s grant-related activities. The United States Agency for International Development (USAID) selected Counterpart International to implement the Iraq Civil Society Activity (ICSA) in Iraq. The project has been awarded for a period of 5 years from October 2023 through September 2028. The purpose of the ICSA is to Increase citizen engagement and agency, especially among women and youth, to actively contribute to change on shared citizen-identified priorities, increase CSOs sustainability and resilience to represent citizens’ interests and advance community-led development, and strengthen a public sphere that fosters CSOs active and inclusive participation in public discourse and citizen-driven change, including among marginalized groups. Under the guidance and supervision of the Grants Manager, the Grants Associate will play a crucial role in the ICSA project by providing support in the grant management process. This role requires a detail-oriented individual with a strong understanding of grant administration and a commitment to ensuring that grant activities align with project objectives., with a focus on compliance with USG rules and regulations. This is a locally based position open to Iraqi citizens. This is a full time position based in Baghdad, Iraq. This position will work closely with the Grants Officer and will report to the Grants Manager.

Responsibilities

  • Assist in the administration of grants, from the application process to closeout.
  • Review grant applications for completeness and compliance with eligibility criteria.
  • Maintain accurate and up-to-date records of grant-related documentation. This includes filing and archiving subgrant agreements, financial reports, and other relevant documentation in accordance with Counterpart’s filing protocols. Provide document retrieval support as needed for audits and reporting purposes.
  • Ensure that all grant activities adhere to USAID regulations and guidelines.
  • Assist in monitoring grant progress and addressing compliance issues as needed.
  • Working closely with the Grants Officer, collaborate with grant recipients to ensure proper documentation and reporting.
  • Provide support in training and capacity-building efforts for grant recipients, helping them understand grant requirements.
  • Provide assistance and guidance to grantees to improve their grant management skills.
  • Assist in the evaluation and assessment of grant activities to measure their impact on project outcomes.
  • Contribute to the preparation of grant-related reports and communicate progress to project teams.
  • Maintain open communication with grant recipients, addressing inquiries and concerns.
  • Collaborate with project staff to ensure that grant activities align with overall project goals.
  • Communication and Correspondence, Facilitate routine communication with subgrantees by drafting and sending routine correspondence, such as acknowledgment letters, reminders for reporting deadlines, and general inquiries. Coordinate with the Communication Unit to ensure consistent messaging and branding in all communication materials related to grants.
  • Perform other duties as assigned.

Qualifications

  • Bachelor’s degree in a relevant field (social sciences, finance, business administration, or related field).
  • Minimum two years experience in grant management, preferably in the context of USG-funded projects.
  • Experience regarding grants administration, contracting and procurement regulations.
  • Knowledge of USG rules, regulations, policies and procedures a plus.
  • Basic knowledge of USAID rules and regulations related to grant administration.
  • Strong organizational and time management skills.
  • Excellent written and verbal communication skills.
  • Strong interpersonal skills and ability to work effectively with project staff, USAID, civil society organizations and other beneficiaries.
  • Ability to work with minimal supervision and in a dynamic environment.
  • Ability to work collaboratively with diverse stakeholders, including grant recipients and project staff.
  • Arabic language fluency required.

Preferred:

  • Experience with gender integration a plus;
  • Knowledge of advanced professional level English preferred.
