National Product Catalog Consultant-Developer | Conakry, Guinea | 2024 At Chemonics

Chemonics seeks a National Product Catalog Consultant-Developer for the USAID Global Health Supply Chain Program-Procurement and Supply Management project (GHSC-PSM) in Guinea. The objective of this consultancy is to develop a functional prototype of a National Product Catalogue (NPC) in order 1) to serve as standardized repository for data related to health and pharmaceutical products, 2) to integrate health product data with all levels of Guinea’s supply chain Information System and 3) to serve as a national repository of technical information related to health products including but not limited to (Manufacturer details, regulatory information…). This position will be primarily remote with a one week trip to Conakry, Guinea. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Developing the National Product Catalogue system specification document, outlining the conceptual data exchange architecture, terminology, business processes and prototype architecture. The specifications should include standardized norms such as HL7 and OpenHIE.
  • Developing the National Product Catalogue prototype tool with capabilities to synchronize with the electronic logistics management information system (eLMIS) for the standard use case. The tool should be developed for the application towards of global health commodity data.
  • Developing the National Product Catalogue project plan with detailed activities, milestones and deliverables.
  • Gathering system requirements with GHSC-PSM in Guinea including synchronization mechanisms with eLMIS and the National Product Catalogue dashboards
  • Participating in routine status reviews (cadence: biweekly or weekly)
  • Performing on-site training of the National Product Catalogue in Conakry (estimated 1 week, schedule: TBD)

Qualifications:

  • Bachelor’s degree or Equivalent certification in information technology, computer science, or other relevant fields
  • A minimum of 5 years’ experience in computer programming, website development, data engineering, database management and data visualization
  • A minimum of 5 years’ experience working with Health Information System
  • Experience as a full-stack developer; ability to understand software development life cycle and software engineering concept
  • Knowledge of DevOps processes
  • Experience in at least one information technology development project or enhancement of interoperability feature between digital solution in Health Care
  • Good knowledge of interoperability technology in healthcare
  • Demonstrated leadership, versatility, and integrity
  • Excellent verbal and written communication skills
  • French language skills preferred
