About the job
The purpose of USAID Southern Africa Mobilizing Investment is to catalyze and mobilize greater volumes of private capital into sectors that can increase employment, decrease poverty, and reduce inequality within the Southern African Region. USAID Southern Africa Mobilizing Investment will use a market systems approach to accelerate investment and inclusive economic growth in Southern Africa. As a market facilitator, DAI will work with and through the private sector to identify investment opportunities and use de-risking (Component 1) to align incentives and mobilize capital while strengthening the skills, relationships, an information sources and flows necessary to change market behavior and dynamics across the investment ecosystems (Components 2, 3, and 4).
1. Objectives of the assignment
The Finance and Administration Manager will carry out the financial and administration management of the project, ensuring strict compliance with USAID rules and regulations, South African law, and DAI’s policies and procedures. Will directly supervise a team of 5-8 staff in various roles.
2. Tasks & Responsibilities
In order to achieve the results identified in the SOW, the Finance and Administration Manager will supervise and lead the USAID Southern Africa Mobilizing Investment finance team as well as the logistics team and be the first line of defense in terms of all aspects of the project’s financial management and budgeting, procurement, human resources and office administration, including start-up and close-out activities:
· With the COP, ensure compliance with USG, USAID and DAI regulations, as well as South African and local laws.
· Manage project and operation budget and financial analyses. Serve as the COP’s budget advisor.
· Ensure that regular budget reconciliation and tracking is maintained in the field for all project funding sources.
· Oversee preparation and submission of the monthly financial reports, supporting documentation, field cash reconciliation and cash projections for approvals.
· Maintain proper internal controls over the receipt, disbursement, and administration of all financial resources.
· Ensure Field Operations Manual is up-to-date and project team is regularly using it to guide administration of activities.
· Ensure the proper procurement of allowable goods and services. Serve as the Finance/Procurement Specialist in his/her absence.
· Supervise the Human Resources aspects of the project insuring compliance with rules and regulations. Serve as HR Manager in the absence of him/her.
· Provide a strategic vision for the finance and administration team, using adaptive management skills to move the vision forward.
· Directly supervise HR Manager, Accountant, Finance/Procurement Specialist, Program Assistant, and others as necessary.
3. Qualifications
· University degree in business administration, accounting, finance, or a relevant field; master’s preferred (CA or CPA certification is a definite plus).
· Experience managing finance and administration of a donor funded programs. For a candidate with a master’s 9 years of professional work experience is required, for a candidate with a bachelor’s 11 years of relevant technical experience is required.
· 5 years supervisory experience
· Possession of relevant professional certifications.
· Experience developing and/or maintain budget tracking records.
· Experience managing USAID funded development projects preferred.
