DRC PRESENTATION.

DRC established an operational presence in Colombia in 2011 with a focus on Humanitarian Mine Action (HMA) and providing support to the conflict-affected population in the south of the country. With the onset of large mixed migration flows into Colombia due to the Venezuelan crisis, DRC initiated an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees and host communities in some of the areas. most vulnerable areas of Colombia, such as the coastal areas of the Caribbean (Riohacha and Barranquilla). urban centers (Bogotá and Cundinamarca), and Caquetá. In 2021, DRC opened field offices on the South Pacific coast in the department of Nariño and the northern area of ​​Colombia in Norte de Santander.

POSITION GENERAL DESCRIPTION:

The main objective of the MEAL Officer (OMEAL) is to support the Team Leader MEAL (TLMEAL) in the implementation of the strategy to monitor and evaluate the quality of programs according to internal indicators, donor indicators and monitoring and evaluation principles. It will carry out operational activities to monitor indicators, report and control means of verification, support community data collection and accompany field teams in field activities. Under the supervision of the TLMEAL, it will have to coordinate with the teams (Protection, Cash, Livelihoods and others in force) of the assigned base to implement the monitoring activities within the framework of the MEAL strategy, administratively supervised by the TLMEAL and with technical supervision of the head of office. OMEAL will be based in the Tibú office, Norte de Santander and will be responsible for effectively and professionally supporting MEAL activities related to the different programs implemented at the base.

RESPONSIBILITIES:

Implementation of DRC’s MEAL strategy:

  • Support the implementation of the MEAL strategy for DRC humanitarian programs.
  • Support the development of data collection tools and methodologies for DRC humanitarian programs.
  • Ensure high data quality by ensuring accurate data collection, entry and uploading, as well as basic information analysis.
  • Guarantee the use of appropriate tools for data collection in studies carried out by the organization.
  • Follow up on compliance with activities with participants during their participation in the programs.
  • Ensure the proper use of the verification means established for each DRC humanitarian program.
  • Under the supervision of the TLMEAL, coordinate MEAL activities with partner organizations, in the projects in which the DRC is associated.
  • Regularly review the indicators of the assigned project or projects and generate the necessary communications.

Monitoring:

  • Carry out quantitative and qualitative data collection activities at the field level, related to the development of activities and performance indicators of the programs.
  • Carry out a monthly review of the implementation of activities, using the indicator monitoring boards (IPT)
  • Support the design and testing of tracking tools to be used during activities and assistance.
  • Carry out data collection work for internal studies or within the framework of inter-agency investigations, as necessary.
  • Carry out field visits to monitor activities.

Reporting and information management:

  • Present weekly, monthly, interim or final reports, as needed, to the national MEAL unit, program team and/or office management.
  • Support in the construction of inter-agency reports as necessary.
  • Responsible for managing and ensuring the quality of the assigned databases, which will be delivered as a means of verification of the different programs.
  • Consolidate the digital verification means, reviewed and approved to deliver to donors

Accountability:

  • If designated as the focal point of the feedback mechanism (MPQR), you will be responsible for the management of the PQR at the local level, and will also guarantee the availability of material and tools for the implementation of the MPQR.
  • Ensure activities comply with DRC’s Community Accountability principles.
  • Guarantee that beneficiaries are treated with respect, confidentiality and informed consent, within the framework of the development of activities.
  • Ensure the veracity of the reported figures.
  • Support activities and/or accountability processes to communities.

Learning and evaluation

  • Lead the process of collecting and systematizing lessons learned and good practices, according to the guidelines of the MEAL strategy.
  • Promote capacity building in programmatic teams
  • Actively participate in the internal evaluation processes of DRC programs.
  • In the case of external evaluations, accompany the evaluators at the local level and provide inputs for the evaluation.

Management and articulation:

  • Provide feedback to teams on findings in the reporting cycle.
  • Articulate with the implementing teams to resolve developments related to the means of verification.
  • Liaise with programs and operations to ensure prompt follow-up of feedback and complaints received (MPQR focal point).
  • Articulate with the IM information management unit in the management of assigned databases.
  • Provide technical support to field teams, in the management of software or data collection systems, when necessary

Databases:

  • Consolidate the DRC’s secure and confidential database and records of complaints and feedback (if designated as MPQR focal point).
  • Manage databases of assigned projects

EXPERIENCE :

  • Minimum 2 years of related work experience.
  • At least one year of specific experience in humanitarian assistance programs related to MEAL functions is desirable.
  • Experience in producing surveys with statistical and qualitative relevance including the information collection process.
  • Experience working in multicultural environments.
  • Excellent command of MS Office, especially Excel.
  • Good management and administration of databases, including data visualization applications (Power BI).
  • Management of information collection systems (Kobo, Survey Monkey)
  • Good knowledge of written and spoken English (desirable).

EDUCATION LEVEL:

Professional in Economics, Industrial Engineering, Statistics, or a related professional field. Desirable Specialization or Master’s Degree in Political Science, Economics, Statistics, International Cooperation, Humanitarian Assistance, or other similar fields.
