Consulting objective
Accompany the design and implementation of the rehabilitation component strategy within the framework of the project “Multi-sector humanitarian aid to address the urgent needs of the most vulnerable people in Venezuela.” Under the supervision of the Base Coordination and the Administrative and Financial Officer, it assists in compliance with the general technical and programmatic quality in the participatory design, rehabilitation, improvements and provision of equipment to centers and protection spaces.
Description of functions
Accompany the planning and monitoring of rehabilitations, improvements and constructions. This includes the repair and adaptation of essential infrastructure, key electrical systems, as well as the maintenance or improvement of drinking water supply systems and sanitation systems (including wastewater and drainage), provision of basic equipment and appliances that ensure the operation, accessibility standards, and that the spaces are adequate, safe and respectful for the development of quality protection activities for which these spaces are intended. The Rehabilitation Consultant will work closely with the Base Coordinator to ensure the correct implementation of the activities with the proper quality standards and established times. The rehabilitations will be carried out in Amazonas (mainly in the Atures Municipality), in Falcon (San Antonio parish in the Miranda municipality) and in Zulia (in the La Guajira municipality).
Design and planning:
- Accompany the planning and implementation processes of the component.
- Participate and collaborate with the feasibility study, design, planning and implementation of the intervention within the centers and/or spaces that will be rehabilitated during the project, taking into account the focus on the protection of children, people with disabilities, and considerations. gender, age and diversity.
- Execute training methodologies for counterparts, community leaders and/or target population of the project, which are related to the management of rehabilitated and/or recovered protection spaces for their correct use and maintenance.
- Support in the identification and selection of suppliers within the framework of the due process established for this.
Tracking and monitoring:
- Monitor the correct development of the work, so that all activities are carried out in full compliance with the technical and safety standards and specifications.
- Carry out the provision of goods and/or equipment, taking into account the needs of the final beneficiaries.
- Inform the Base Coordination and people involved in a timely manner about the alerts associated with the challenges and opportunities in the implementation of the component that affect the fulfillment of the stated objectives.
Incidence
- Ensure the completion of participatory rehabilitation work with local counterparts to stimulate the positive appropriation of government institutions linked to the process.
Other Features
- Immediately inform the Base Coordination about key issues for the safety, protection and executability of rehabilitations proposed or in development.
- Contribute to the risk register and proactively propose mitigation measures.
- Support the preparation and review of informative material, in the area of your competence.
- Prepare statistical and/or management reports in accordance with the requirements.
- Prepare monthly, quarterly and final reports on the status of the implementation of the component, within the deadlines set out in the work plan.
- Participate in team and supervisory meetings.
- Participate in the training and exchange of experiences processes to which you are invited.
- The other functions that are assigned by your immediate superior and that are related to the nature of the position.
Knowledge and experience:
- Academic training at a technical and university level in Civil Engineering or related areas is required. A strong foundation in engineering principles and technical skills relevant to the role is essential.
- Adaptability
- Experience in design and planning of projects related to accommodation, energy and appliances
- Knowledge of drinking water supply and sanitation systems
- Skills in the management and supervision of works and equipment.
- Minimum three years of experience working in the area

Conditions
- Location: Puerto Ayacucho, Venezuela, with trips to other municipalities in the Amazonas state. The states and Zulia and Falcon are included.
- Type of work: Consulting contract. Availability to work according to the needs of the project is required.
The position is exclusive for people who are Venezuelan or have valid documentation to work in the country.

- Budget for space rehabilitation, identifying the cost for each state (consider that lodging and transportation will be provided in Amazonas. For Zulia and Falcon, the consultant will only have the use of transportation). Preferably a budget per state.
Other considerations :
- It is estimated that the rehabilitation in the state of Zulia is the placement of a perimeter fence in addition to considering the placement of additional equipment that protects the security of the already pre-identified space.
- Rehabilitation is planned in the Falcon State in two areas of a hospital that includes construction.
- It is expected that rehabilitation in the state of Amazonas includes construction.
- The consultant will not carry out the rehabilitation, the spaces will be rehabilitated by a contractor and the consultant will be responsible for monitoring and complying with the rehabilitation.
