ORGANIZATIONAL CONTEXT AND OBJECTIVE OF THE POSITION

What will your mission be?

WFP operations in Haiti focus on lifesaving interventions to improve the food and nutrition security of the most vulnerable people affected by hunger.

WFP supports communities by distributing food (including specialized nutritious foods), helping small farmers restore and strengthen their productive assets, and building resilience to crises.

The Monitoring Assistant is one of the privileged agents through whom WFP ensures a direct line of communication with beneficiaries, its partners and communities. The agent thus supports the partner in the implementation of the program, reports to the WFP information related to the delivery of food aid, the partner’s work, implementation challenges and feedback from beneficiaries.

To fulfill this role well, it is essential that the Monitoring Assistant ensures regular communication with the Monitoring and Evaluation (M&E) unit and the program units.

He/she is responsible for monitoring the implementation of WFP activities in the field as well as their effects to determine the level of access to food, understand the use made of food aid by beneficiaries and the proper functioning of activities on the ground. Thus, he/she ensures that the expected results in the logical framework of each project are achieved.

The holders of these positions generally report to the Assistant in charge of Monitoring-Evaluation in the WFP Sub-Office, to the Focal Point of the RAM unit, or to any other person designated by the WFP in Haiti.

In addition, he/she must be able to support units in entering and analyzing data related to the Program and supporting them with information from the field.

MAIN DUTIES AND RESPONSIBILITIES (indicative and non-exhaustive list):

In this position you will be responsible for:

  1. Verify planned movements and distribution of food or non-food items, report problems or discrepancies to supervisor for prompt resolution of issues, and ensure that quantity distributed and quality of operation conform to WFP standards.
  2. Maintain records of information and monitor plan documentation, such as product movement records and program checklists, to assist in the efficient delivery and distribution of food or non-food products.
  3. Gather data from assistance programs according to clear guidance, to support program reviews and informative decision-making.
  4. Liaise with cooperating partners and internal counterparts to gather input and feedback to support program reviews and improve services.
  5. Receive and collate comments and feedback from cooperating partners and beneficiaries to help identify programmatic issues to drive effective operations.
  6. Provide guidance to cooperating partners on WFP operational practices, monitoring tools and methods to help them accomplish self-monitoring tasks and contribute to WFP visibility in coverage areas.
  7. Directly collect or contribute to the collection of data relating to the analysis of needs, monitoring of household vulnerability, monitoring of markets, traders, or any other VAM type activity implemented by WFP in the sub-office.
  8. Prepare field mission reports to document program implementation.
  9. Follow emergency response processes and procedures defined for emergency food assistance.
  10. Carry out, at the request of your supervisor, all other tasks aimed at the smooth running of activities, especially in times of emergency.

MINIMUM LEVEL OF STUDY REQUIRED:

Formation :

  • High school diploma.
  • Additional studies in the fields of social services, development, nutrition, agronomy or any other related field would be an asset.

Experience wanted :

  • At least 4 years of experience analyzing data on program products and results.
  • General knowledge of WFP systems and standards for Monitoring and Evaluation.

Qualitative and quantitative methodology

Understand and apply an appropriate mix of established methodologies and data collection tools to simple monitoring, reviews or evaluations, in line with strategic and operational results frameworks (metrics), WFP guidelines and technical standards.

Data analysis and visualization

Collects and summarizes program data, including shipment information, distribution site logistics, status of persons in need, and planned and reached beneficiaries for all program assistance modalities and activities.

Program monitoring and review

Collects, organizes and provides data on program products, processes and results, including distribution plans and the status, quantity and quality of food and cash distributed and technical assistance provided.

LANGUAGES :

  • Mastery of oral and written French, and Haitian Creole. Working knowledge of English would be an asset.
