ORGANIZATIONAL CONTEXT
The Haiti country office is operating in a continuing emergency situation. In response to increased food insecurity and increased internal displacement caused by high insecurity, the office remains very active in its operations. In this difficult context, the Haiti country office is deeply committed to preserving the well-being of all affected populations, with an emphasis on the protection and security of the most vulnerable groups.
Under the direct supervision of the Head of the TEC Unit and the Core ICT Manager, the post holder will support the management and maintenance of the IT infrastructure and play an active role in the IT operational activities of the Country Office. WFP in Haiti. He/she will also manage the inventory of the IT equipment as well as the recording of purchase orders for IT equipment.
POSITION OBJECTIVES
Coordinate and guide IT maintenance and support activities to enable effective delivery of information technology services.
MAIN DUTIES AND RESPONSIBILITIES (non-exhaustive)
- Assist in the deployment/allocation of standard equipment, such as VHF radios, DMR repeaters, portable radios, Iridium PTT devices, etc.
- Install, operate and maintain telecommunications systems and equipment to optimize services and in accordance with applicable standard operating procedures.
- Provide standard, interoperable telecommunications platforms and procedures to avoid duplication and ensure cost-effective services.
- Perform system and equipment maintenance tasks, such as backing up configurations, system data and system protection, to ensure they operate efficiently and enable simple and efficient use.
- Ensure the implementation of provisions relating to system security and cybersecurity by ensuring that the system is up to date, that controls relating to security and access to data are in place and maintained.
- Assign tasks to other colleagues under supervision, ensuring work is completed to agreed standards and deadlines, in order to contribute to effective service delivery.
- Participate in the deployment of new technological solutions for servers and networks by updating the inventory of network systems and licenses.
- Manage the operation and maintenance of local area networks (LAN), wide area networks (WAN) and telecommunications systems.
- Integrate IT and TC systems and ensure data security and access controls taking into account local and widespread network issues in the region;
- Propose improvements to methods and processes to contribute to the continuous improvement of telecommunications services
- Manage the invoice payment process in WINGS from PO/SES/GRN creation to submission of payment request to Finance.
- Create purchase requisitions and MPOs for the TEC unit.
- Prepare purchase requests (PR) for the purchase of TEC equipment and services (Internet services and telephone services).
- Create payment requests (SES) at the end of each month (for IPSAS compliance).
- Track materials after recording in the GEMS system and liaise with the purchasing unit for questions relating to invoices to be paid.
- Maintain a classification system for these files for better monitoring within the TEC unit.
- At the request of other units such as: Management, Supply Chain and others, ensure the creation of PR/MPO as well as SES/GRN.
- Actively participate in the annual Physical Inventory exercise of office equipment for the new GEMS Mobile system.
- Be the focal point of the inventors’ working group.
- Perform any other tasks as needed.
REQUIRED QUALIFICATIONS AND EXPERIENCE
MINIMUM LEVEL OF STUDY REQUIRED:
Education:
You have:
Completed secondary education. A post-secondary certificate in Computer Science, Computer Engineering, Mathematics/Physics, Business Administration or a related field.
Desired professional experience:
You have:
• At least 5 years of relevant experience in providing IT support and services.
• Good general IT skills and in-depth understanding of IT security
• Good knowledge of local area networks (LAN) and wide area networks (WAN);
• Experience in IT operations environments, preferably in large international organizations.
• Good interpersonal skills.
• Experience working in a collaborative, team-oriented environment with a good customer service orientation
Languages :
You have:
Mastery of the French language; a working knowledge of English would be an asset.

This position is a 12-month Fixed Term contract with the possibility of renewal.
