ORGANIZATIONAL CONTEXT

The Haiti country office is operating in a continuing emergency situation. In response to increased food insecurity and increased internal displacement caused by high insecurity, the office remains very active in its operations. In this difficult context, the Haiti country office is deeply committed to preserving the well-being of all affected populations, with an emphasis on the protection and security of the most vulnerable groups.

This role of IT Operations Assistant is divided into two main components in the general and global ICT field, taking into account the specificities of the PAM. Also, it includes:

– The technical aspect of the position “IT Operations Associate” which focuses on technical support, data management and systems administration to assist in the delivery of TEC services effectively and efficiently.

– The administrative aspect of the position, which focuses on inventory management (ICT stocks) and monitoring of the purchasing process to allow control of both physical and financial resources for the proper functioning of the Organization.

POSITION OBJECTIVES

Coordinate and guide IT maintenance and support activities to enable effective delivery of information technology services.

MAIN DUTIES AND RESPONSIBILITIES (non-exhaustive)

Under the general supervision of the TEC Unit Manager and under the direct supervision of the ICT Administrator, you will be responsible for the following tasks:

Technical aspect :

  1. Ensure preventive and active maintenance of IT infrastructures (servers, switches, firewalls, PABX, LAN, APS etc.).
  2. Responsible for managing tickets for the Help Desk service (Easy Vista)
  3. Resolve queries independently, escalating as necessary, to ensure standard IT questions are answered and accurate information is provided to staff.
  4. Write standard documents such as end user and technical documentation to ensure staff have access to required information about IT products and services.
  5. Ensure/participate in updates and migrations. Make sure servers and workstations always have the latest updates available from vendors (Windows, Linux, Apple, SonicWALL, etc.).
  6. Ensure/contribute to network and system security both physically (hardware) and software.
  7. Provide/contribute to user support effectively and efficiently.
  8. Provide users with information and explanations on the management and use of materials.
  9. Provide/participate in technical support necessary to carry out events/projects where applicable.
  10. Train/help with user training (formal or informal training such as the use of equipment, software, etc.).
  11. Ensure/Participate in emergency preparations from a TEC point of view (ensure that contingency equipment is available and functional such as satellite phones charged, operational Bgan, inverters (inverters), solar panels and batteries available etc. .).
  12. Support Scope (CBT): proxy, installation and service of the equipment.
  13. Provide technical support to the AIP and any other location in the metropolitan area where PAM staff members may work.
  14. Support colleagues from the Les Cayes and Jérémie branches remotely; and also, those of Gonaïves and Cap-Haitien when the TEC assistant of Gonaïves is absent. Be prepared to support any other sub-offices that WFP has opened.
  15. Coordinate a team of IT staff to ensure individual and team objectives are met in accordance with all relevant regulations and policies
  16. Perform any other task as part of TEC activities.

Administrative aspect:

  1. Make entries and updates in the GEMS inventory management database.
  2. Ensure the physical count of WFP assets with the GEMS mobile application.
  3. Receive, label, register and store TEC equipment at the various TEC sites and stocks.
  4. Distribute equipment both in Port-au-Prince and in other regions according to the instructions received from the Head of the TEC Service or the TEC manager or their replacements by documenting the material allocations and having those who receive them sign.
  5. Document all missions, donations, all equipment returns according to WFP standards.
  6. Maintain contact with the regions, sub-offices to be able to respond to their needs quickly and according to the recommendations of the head of TEC or the head of ICT or their replacements
  7. Follow, apply and respect the process of preparing the manifest for shipping equipment.
  8. Follows defined emergency response processes and procedures to provide support to meet emergency food assistance needs.
  9. Update the inventory to always have reliable information on equipment: stored, loaned, deployed on sites, etc.
  10. Establish a report of loss or theft of equipment; and request the constitution of the PSB committee to decide on the necessary follow-up.
  11. Monthly production of the results report.
  12. Archive all TEC administrative documents in a clear, orderly and efficient manner.
  13. Contribute to the management and training of TEC archives
  14. Carry out administrative tasks relating to TEC: PR, MPO, GRN, SES, follow-up with certain suppliers including Digicel, Natcom for the management of SIM cards and packages, etc.
  15. Participate in the “Minimum Monthly Administration Report” (TEC inventory, consumption of TEC equipment supplies).
  16. Contribute to the “Implementation Plan” of the CPB TEC budget (Country Portfolio Budget) – “TEC Costs by Activity” and appropriate the budget according to the WBS (Work Break Structure) element.
  17. Perform any other administrative task requested as part of TEC activities.

REQUIRED QUALIFICATIONS AND EXPERIENCE

MINIMUM LEVEL OF STUDY REQUIRED:

Education:

You have:

Completed secondary studies, and have a Post-secondary Certificate in computer systems, networks. Knowledge of databases and web development would be an asset.

Desired professional experience:

At least 5 years of relevant professional experience in providing IT support and services.
