About the Program:
The Sustainable Land Use Program is the largest program funded by the Central African Forest Initiative (CAFI) in the Republic of Congo, and one of the largest since the initiative’s inception in 2015. It is managed by the Ministry of Spatial Planning, Infrastructure and Road Maintenance, under the aegis of the Prime Minister of the Republic of Congo. The six objectives of the program relate to sustainable agricultural practices, alternatives to current wood energy practices, strengthening forestry institutions and stakeholders, infrastructure and mining projects with low environmental impact, well informed land use planning processes, and improving inter-ministerial coordination. As a partner in the program, the World Resources Institute is co-leading the spatial planning component.
Specifically, we will contribute to the following six outcomes:
1. Land Use Planning Decisions
has. A functional online portal for land use planning in Congo: This online portal will be based on GFW’s Map Builder tool ( https://mapbuilder.wri.org/ ), but will need to be tailored to this specific project with standard operating procedures, quarterly mapping reports, GIS dashboards and analyses, and a list of priority datasets approved for the portal. These products will be jointly designed by WRI and the National Geographic Institute.
b. Improved coordination in the management of geospatial data: technical support to the Groupe d’animation et de concertation de l’ménagement du territory (GACAT), signing of protocols for data sharing between ministries, procedures for data sharing between the different levels.
2.GIS and Cartography
has. Cleaned and updated land use planning data: on-demand GIS analyzes for the portal, HCVs and all other major components of the Sustainable Land Use Program.
b. Harmonized Methodology for Community Land Mapping: Draft Methodology, Methodology Testing Documents, Final/Approved Methodology. These products will be co-designed by WRI and selected national CSOs.
3. Capacity building
has. Capacity building of key stakeholders in the use of geospatial data: needs assessment report and capacity-building plan, training materials for trainers and users.
b. Knowledge and Technology Transfer: Strategy to ensure autonomous use of all program deliverables by designated national actors.
Job Highlight:
Reporting to the WRI’s Country Director, Republic of Congo, you will co-lead the WRI component in the program. You will provide on-demand expertise for land use modeling and scenarios, policy recommendations for Congo’s National Land Use Plan and National Land Use Plan, and any relevant land use planning analysis. You will be WRI’s first contact for land use planning policies and strategies. You will also support other WRI Africa activities related to land improvement, including engagement with Data Lab’s Product and Engineering teams to ensure that user needs are reflected in product strategies. You will work with teams in Congo and around the world.
What you will do:
Technical supervision of the WRI portfolio in the PUDT (70%):
- Co-lead WRI’s involvement in the process of developing and implementing Land Use Planning tools in the Republic of Congo, particularly the National Land Use Plan and the National Land Use Plan
- Integrate land use planning policies and strategies into the land use portal
- Conduct in-depth research and analysis on land use trends and issues to inform policy decisions and planning processes to be integrated into the portal
- Provide standards to ensure equity and participation in decision-making on land allocations
- Collect, analyze, and present data on several aspects of land use planning
- Provide on-demand expertise for land use modeling and scenarios, policy recommendations for Congo’s National Land Use Plan and National Land Use Plan, and any relevant land use planning analysis
- Provide technical and non-technical information to public partners on land use planning, land use laws, land use planning and other land use regulations
- Advise the MATIER and the other sectors involved in the PUDT, at national and departmental level, on cartographic data management issues
Fundraising, project implementation and reporting (15%):
- Support fundraising and proposal writing related to geospatial solutions in Congo and Central Africa
- Support project implementation, donor reporting, and monitoring and evaluation (M&E) processes of Forest Atlas and other technical components of WRI in Congo and Central Africa
Outreach and networking (15%):
- Improve the visibility of WRI in the Republic of Congo on land use planning. This will include presentations at selected external – and internal – meetings, the production of communications products (eg posters or infographics, blog posts), and the provision of expert feedback to strategic news outlets
- Support communication efforts on WRI’s GIS data and offerings (including GFW tools and Land Use Atlas data) to non-technical audiences and partners
- Lead information sharing and coordination with WRI Congo and other WRI country offices on aspects related to land use planning. This includes systematically posting on internal channels, arranging meetings, and sending informational emails.
What you will need:
- Education: You have completed a Bachelor’s degree in a relevant field (eg land use planning, geospatial solutions, forest and land governance, etc.)
- Experience: You have 6+ years of relevant full time experience in the field of spatial planning, in particular in projects or programs related to land use change analysis, community land rights, ecosystem services analysis, HCCs, HCS, Essential Ecosystems or Landscape Management
- Experience working with government, civil society, indigenous peoples and local communities, academia and the private sector
- Experience in adult education, preferably in the design, testing and monitoring of train-the-trainer and practitioner modules
- Experience coordinating multiple processes at the same time with different teams
- Experience in technical support in a large NGO with matrix structure preferred
- Experience in geospatial modeling with an emphasis on developing and refining scenarios for low-deforestation land uses is preferred
- Ability to travel regularly in country
- Languages : You will be proficient in written and spoken English with full command of the French language
