CONTEXT :

The Maghreb Regional program includes Tunisia and Morocco.

It has an annual budget of around 3.5 million euros, distributed between different projects implemented in the two countries which concern various themes such as mental health, rehabilitation, reduction of armed violence, inclusive education , socio-economic integration, disability care, etc. This program thus implements development cooperation, humanitarian aid and reduction of armed violence projects intended to improve the living conditions of people with disabilities and people belonging to other vulnerable groups, in particular women, children, and migrants.

The position is based in Tunis, with travel to other countries (travel conditions permitting).

YOUR MISSION :

Challenges for the position in 2024:

  • Active prospective research for co-financing to be provided for the various ongoing projects (IDMEJ projects (inclusive governance – Tunisia), DEFIS (social inclusion – Tunisia), Dialogue (inclusive governance – Morocco)…)
  • Active research and support for mission teams to ensure the long-term development of the two missions Morocco and Tunisia in priority intervention sectors;
  • Training of teams (support and operational) on project writing processes through to the signing of financing contracts and partnership management
  • Continuing to improve the skills of the Grants and Program officer and the program communications manager
  • Definition and implementation of a regional communications strategy
  • Support for communication teams and agencies in communication and visibility around projects The mission of the Specialist

The Program Development Specialist will have the main objectives of:

Objective 1: Ensure the deployment, planning and updating of the Fundraising strategy in order to strengthen the strategic positioning of the regional program.

Objective 2: Ensure, in collaboration with the program director and head of mission, the management of donor and strategic partner relationships in terms of prospecting for new opportunities.

Objective 3: Coordinate the identification of opportunities, the development of project proposals and the negotiation and signing of financing and partnership contracts.

Objective 4: Ensure team capacity building on the project writing process, partnership management and donor rules.

Objective 5 : Manage the Grants and Program Officer in coordinating the process of developing project proposals until the signing of financing contracts and partnerships and the monitoring of donor contracts, in particular donor reporting.

Objective 6: Manage the Program Communication Officer in order to develop a regional communication strategy, internal communication tools and external visibility for donors and/or potential partners and/or the general public in compliance with donor and HI rules .

YOUR PROFILE :

  • You hold a Master’s degree in the field of development and humanitarian work;
  • You have 5 years of experience in developing humanitarian projects and prospecting donors;
  • You are able to negotiate and represent the organization internally and externally, and master mobilization techniques and partnership management;
  • You have excellent interpersonal, writing and coordination skills;
  • You demonstrate pragmatism and adaptation skills as well as resistance to stress
  • You are fluent in French and English, both spoken and written;

SPECIFICITIES/PARTICULARITIES OF THE POSITION:

No particular security constraints in Tunis. Living conditions in Tunisia are excellent and close to European standards. Travel is easy and a number of leisure activities are available (sport, outings, festivals, cultural visits, etc.).

  • International contract of 36 months starting ideally from 03/20/2024

  • Salary : from €2,757 gross/month depending on professional experience
  • Per diem : €502.95 net/month – paid in local currency on site
