Inside Syria, 6.2 million people are internally displaced and 11.7 million are in need of humanitarian assistance, with 5 million in acute need. There are 5.3 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis with an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region. IRC is undertaking programs in Syria and the neighboring countries Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Within Northeast Syria, IRC’s fiscal year 2020 portfolio is 28 million USD with an additional 10 million USD in the pipeline. IRC provides services across all three governorates in Northeast Syria—Al Hasakeh, Ar-Raqqa and Deir ez Zoir—focusing on basic health services, food and non-food items, livelihoods assistance, and protection services for vulnerable populations including women and girls, unaccompanied and separated children, the elderly and the disabled. IRC provides health services in static and mobile facilities, and conducts community outreach, within camp and non-camp settings.

Job Overview

​_The Senior Health Manager will report to the Health Coordinator and will ovrersee the implementation of the IRC’s health programs in Ar-Raqqa, Al Hasakeh, and Der-ez-Zoir governorate and ensure the delivery of high-quality primary healthcare services. They will be responsible for programmatic, operational, financial, and staffing aspects for the health team located in Raqqa governorate, as well as representation with key actors in the field including external actors, UN agencies and other NGOs.

Major Responsibilities:

1. Program Management and Reporting

• Oversee the implementation of quality health programs and ensure that program goals, objectives, targets, and activities are met.

• Prepare program work plans, procurement plans, spending plans and in coordination with the health members Health Coordinator for all projects.

• Conduct monitoring visits to the health clinics, ensuring that projects utilize standardized protocols, policies, and guidelines.

• Provide technical support through training, mentoring, and coaching of health staff.

• Identify technical quality and/or other implementation issues and provide solutions and follow-up to ensure projects are on track to meet goals and are consistent with established best practices.

• Lead monthly health review team meetings to ensure the health pro​_gram is on track with its program management plans.

• Ensure that the health program is implemented in line with the IRC principles and IRC Way.

• Strictly follow up the medical and operational supply chain system, stock recording, timely ordering for the supplies and accountabilities in relation to the warehousing and using of the supplies including medicines and medical items.

• Work with finance to provide accurate and timely spending plans, cash forecasts, and salary allocations.

• Review monthly transactions to ensure we are spending in line with donor compliance.

• Work collaboratively with HIS manager to prepare internal and external reports (such as narrative reports, DHIS data reports) within agreed deadlines using IRC and donor formats, as required.

• Review Budget vs. Actual (BvA) reports monthly, recommend actions to correct identified problems.

• Work closely and coordinate with IRC Operations, Finance and Grant departments to ensure compliance of health program is line with grant requirements.

• Ensure all required donor reports are completed on time and to a high standard for Raqqa health program.

• Work with the M&E team to produce and analyze all weekly, monthly, or quarterly reports and ensure timely submission of all such reports.

2. Staff Supervision & Development

• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

• Directly supervise health staff, ensuring regular performance reviews.

• Ensure training and ongoing capacity building opportunities for staff on technical and project management skills.

​_• Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.

• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

• Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.

3. Coordination & Representation

• Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.

Other Duties

• Travel to and from field sights for needs assessments, implementation as needed.

• Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties ​_as required to maintain/enhance the security environment.

• Other duties as assigned by the supervisor to enable and develop IRC programs.

Job Requirements:

• Public Health Professional (clinical health professional and non-clinical health professionals considered)

• At least 3-4 years’ experience in implementing and managing NGO health programs, preferably in complex humanitarian and/or emergency settings.

• Previous work experience in Syria an advantage

• Proven ability to adapt and develop where necessary primary health care systems.

• Strong budget management and program management skills

• Strong written and oral communication stills, a self-starter, and team oriented

• Demonstrated ability to develop and mentor staff.

• High standards written and spoken English is required, Arabic is highly desired.

• Analytical ability in creating effective solutions to complex matters while adhering to labor laws and internal policies.

Work Environment

The position will be based in al Hassakeh or Derek, Syria with frequent travels to Raqqa governorate to support program implementation, access and security permitting. Accommodation will be in shared housing, which includes basic amenities including internet and electricity.
