Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to populations struggling with crises threatening their survival, mainly in the event of armed conflicts, but also epidemics, natural disasters or even exclusion from care. The French section of MSF is present in around thirty countries.
We are looking for an IT IS Project Manager for our Information Systems department . Finance.
Mission :
Within the IT Department, the IT Project Manager is responsible for carrying out all the operations necessary for the study, development and implementation of the IT project entrusted to him. He ensures the consistency of his project with all other current IS projects and collaborates with the other IS Project Managers and Project Managers in his department.
Under the hierarchical responsibility of the IT Projects Department Manager and functional responsibility of the IS Finance Program Manager, you will work within the framework of the IS-Finances program.
The SI-Finances program: MSF France, with some of its partners within the Movement, launched in 2022 a program to overhaul its Finance information system.
This program, made up of different projects (functional purchasing, accounting, finance projects; decision-making project; IT project, etc.) is entering its testing phase.
The IT project integrates the dimensions of definition, implementation and deployment of the technical solution as a whole. It also includes interfacing with related internal and partner applications, data transformation, migration, quality and security (GDPR).
You will assume responsibility for piloting the remaining phases of the data migration and interface development aspects of the IT project. You will also ensure coordination with the various IS services of the project partner entities.
Main responsibilities:
- Management of the IS project within the IS Finance program of MSF France:
- Manage the IS project entrusted to him while respecting project management standards and good practices: project standards and stages, methods, documents, processes, etc.
- Supervise and coordinate the work of all project stakeholders and lead internal or external teams
- Set up and update project progress measurement dashboards and KPIs
- Organize technical committees with different partners and contribute to the preparation of steering committees
- Analyze business processes and associated information requirements
- Guarantee deliverables, in terms of quality (compliance with specifications), budget, deadlines and security. Contribute to their writing and configuration actions in the tool if necessary
- Define technical and functional support in collaboration with the business lines (level 1,2 and 3)
- Ensure the development, analysis and budgetary monitoring of the project by expenditure item
- Report to your hierarchical and functional superiors, guarantee compliance with service level agreements and compliance of services
- Develop a risk map and monitor the actions to be implemented to bring the project to fruition
- Ensure the management and capitalization of all project files and documents
- Hierarchical and/or functional management of project teams and service providers:
- Define needs and recruit the profiles necessary for projects according to the schedule and forecasts for the development of the project
- Participate in the recruitment of profiles necessary for the deployment of the project
- Define and evaluate objectives, carry out annual project team interviews
- Supervise, motivate, unite and be responsible for all human resources (teams) of the project.
- Negotiate and manage the contractual relationship with service providers (services, contracts)
- Supervise and manage the relationship with the various stakeholders (internal and external)
- Communication and approach to supporting change, in compliance with the Program’s guidelines:
- Be responsible for the process of supporting new constraints linked to data exchange
- Develop a risk map and monitor the actions to be implemented to bring the IT project to fruition
- Manage and lead communication with teams and various stakeholders
- Prepare and manage change management and the communication strategy for the project
- Contribute to the development of transversality and ensure technological stability:
- Share information and knowledge, develop the ability to work with other services or departments as part of the management of cross-functional projects
- Provide critical insight and advice to teams on the technical aspects of interface development or data migration (validation of specifications, recipe books, etc.)
- Ensure technological monitoring in order to detect new technical and functional possibilities offered by the market in its area of expertise
Required profile :
Formation :
- Level Bac+5, master II or equivalent
Experience :
- At least 3 years’ experience in an IT project manager position is required
- Experience in project management in the field of finance would be an asset
- Experience in data migration from an ERP solution is desired
- Field experience with MSF or another international NGO is a plus
SKILLS :
- Very good command of IS project management.
- Sense of organization.
- Good knowledge of the IS service provider relationship.
- Knowledge of business process mapping.
- Notions of urbanization processes and IS architecture.
- Master IT tools (Office: Pack Office, Project management: Project, PSNext, etc., Process modeling tool)

Languages: French (C2) and English (B1).
Status: 9-month full-time fixed-term contract/. Executive position, based in Paris, possibility of teleworking 2 days per week.
Conditions: €54.4K gross annual over 13 months. 22 days of RTT per year. Supplementary health care 100% covered by Médecins Sans Frontières. Restaurant vouchers with a face value of €11 (60% covered by Médecins Sans Frontières). 50% coverage of public transport fare.
