The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

Health Delegate Morocco and Regional Health Focal Point MENA (m/f/d), Morocco

GRC is seeking a Health Delegate Morocco and Regional Health Focal Point MENA (m/f/d). The delegate will be based in Rabat, Morocco, and provide technical health support to GRC project countries in the MENA region. Together with the Moroccan Red Crescent Society (MRCS), GRC successfully implements programmes since 2012. The support to MRCS has been scaled-up after the devastating earthquake on September 8, 2023. The relief and recovery operation in response to the earthquake is currently being implemented with funding from the German Federal Foreign Office (GFFO), GRC own funds and third-party funding. While the current activities address emergency needs of the affected population, the recovery phase will focus on DRR and health. Additionally, this programme is complemented with capacity strengthening measures for MRCS. An additional project on National Society Development and community health is being implemented with BMZ funding.

The position comprises two areas of responsibility:

  1. The delegate will be responsible for the project management and technical follow-up of a community-based health and first aid (CBHFA) project implemented by Moroccan Red Crescent Society (MRCS) with financial support from GRC. The delegate will be required to provide technical support and to assist MRCS in related capacity strengthening efforts.
  2. In addition, the delegate will act as GRC Health Focal Point for the MENA region and provide operational and technical advice to GRC-supported projects with health components in the MENA region. As part of this role, the delegate is expected to conduct field visits and provide technical guidance to Sister National Societies. The tasks of this new function will take up around 30% of working hours. The delegate will coordinate closely with the GRC Regional Office in Beirut, Lebanon and the GRC Health Unit in Berlin HQ.

Based in Rabat, the Health Delegate is supported by an experienced international team of delegates and local staff under the line management of the Head of Office. The duty station is greenlighted for accompanied posting.

Starting date: 01.03.2024

Duration: 12 months with possible extension

Location: Rabat, with frequent travel to other regions of Morocco / in MENA

Main duties & responsibilities:

  • In close collaboration with MRCS, provide technical co-leadership, guidance and support in the development, application, and follow-up of MRCS contextualized approaches (including methodologies, materials, and tools) on Community Resilience and CBHFA, as well as PSS.
  • Design and facilitate technical capacity building activities for staff and volunteers on CBHFA and other relevant community resilience topics.
  • Establish and maintain technical coordination mechanisms on CBHFA and Community Resilience activities across the Movement components in-country, and with relevant external stakeholders.
  • In close collaboration with MRCS, offer technical support and required trainings to ensure the successful implementation of critical Community-Based Health and First Aid (CBHFA) response components.
  • Establish links with thematic advisors in the GRC HQ and the MENA Regional Office with a focus on technical approaches as well as methodology development and application, capacity strengthening, and learning and exchange on health-related topics.
  • Support the GRC team in the coordination and follow-up of the transition from relief operations to longer-term programmatic approaches to recovery and resilience-building.
  • Ensure regular monitoring of project implementation including the collection and analysis of data for indicator-based reporting and project monitoring/control.
  • Ensure quality and timely narrative and financial reporting in compliance with GRC and donor policies and regulations.
  • Provide operational and technical advice to GRC-supported projects with health focus in the MENA region, as needed.
  • Provide trainings/ capacity building to GRC project teams and respective MENA National Red Cross/Red Crescent Societies in the field of Health.
  • Act as GRC focal point for health-related discussions in MENA in coordination with relevant partners.
  • Support in developing concept notes and proposals.

Required Competencies & Skills:

  • University degree or advanced degree in Public Health, Epidemiology, Humanitarian Aid or a relevant field.
  • At least five years of experience in designing, implementing, and managing humanitarian Health programs and activities (specifically community-based public health, etc.).
  • Proven technical experience on CBHFA activities including, but not limited to, the development of approaches, methodologies and tools, and facilitation of capacity building activities for staff and volunteers.
  • Proven experience in program management including planning, activity tracking, monitoring, evaluation, and reporting.
  • Proven experience working with national and/or local partner organizations; previous experience in working with the Red Cross / Red Crescent will be considered a strong asset.
  • Ability to train and guide staff and community volunteers, and provide technical support and capacity building.
  • Familiarity and experience with community-based (health) approaches (particularly those used in the RC / RC Movement) will be a strong asset.
  • Excellent communication skills, the ability to build relationships at all levels, considering cultural and language differences.
  • Experience in managing donor-funded projects (preferably GFFO, BMZ, ECHO).
  • Oral and written fluency in English and French is a requirement; knowledge of Arabic or German would be an asset. Experience in the MENA region will be considered a strong asset.
  • Ability to work independently as well as within a team with high level of cultural sensitivity, underpinned by substantial work experience in foreign contexts.
  • Flexibility and capability to adapt, proven ability to work and live in a dynamic and challenging environment.
  • Ability to complete a thorough medical screening process “working abroad under specific climate and health conditions”.
  • Valid Driving Licence.
