Médecins du Monde has been present in the DRC since 1994 and today operates in 2 provinces of the country (Kinshasa and Tanganyika) through several emergency and development programs:

  1. Sexual and Reproductive Rights and Health (SRHR) Program
  2. Environmental Health Program for the promotion and protection of the health of market gardeners and consumers
  3. Humanitarian Space Program, emergencies and crises

JOB DESCRIPTION :

Under the direct supervision of the general coordinator, you work in close collaboration with the program teams (Tanganyika and Kinshasa) to develop the mission strategy which will allow quality implementation of interventions, in accordance with donor requirements. You are part of the coordination team and can act as interim general coordinator in their absence.

Program implementation

  • Support the coordination of programs to ensure consistent quality (include in particular cross-cutting themes such as gender-based violence, mental health and community approach)
  • Maintain operational links between the different program components
  • Plan, organize and guide grant review, opening and/or closing meetings
  • Support coordinators to oversee the performance of projects and partners
  • Carry out field visits to all project sites
  • Support program coordinators in identifying and mitigating operational challenges
  • Ensure quarterly quantitative and qualitative analysis of programs
  • Ensure that monitoring and evaluation tools better inform program management decisions and strategic planning.

Reporting and communications

  • Ensure the revision and strengthen the quality of periodic activity reports
  • Write project proposals as well as reports for MdM and donors
  • Ensure the feedback of program information to the general coordinator
  • Ensure exchanges of technical and medical information with headquarters

Program development

  • Monitor the evolution of the humanitarian situation in the country and propose strategic and immediate responses
  • Stay on top of the epidemiological situation in the country with a focus on the mission’s areas of intervention
  • Identify health needs
  • Actively participate in the development of the mission’s operational strategy
  • Coordinate, supervise and participate in exploratory missions
  • Coordinate the development of project proposals
  • Ensure the quality of needs assessments and reports
  • Ensure that new strategic directions are taken into consideration and implemented

Support and development of the national partnership

  • Support national partnership and consortium opportunities
  • Develop joint projects and interventions with the technical coordination team and national partners
  • Oversee and evaluate national partner program activities
  • Ensure partner capacity building and ensure training and coaching are planned and delivered

Team management

  • Manage and supervise staff under your direct supervision
  • Ensure that objectives are set with each staff member and that evaluations are carried out
  • Know the internal regulations and ensure that they are effectively understood and respected by your team
  • Ensure appropriate coordination and communication within the team and with other departments

Representation

  • Represent MdM at national level to authorities, clusters, other NGOs, United Nations agencies and other external stakeholders
  • Play an active role in the preparation and management of donor visits

Others

  • Ensure that safety rules are understood and respected by the team
  • Work closely with the security focal point
  • Act as general coordinator in his absence

CONDITIONS OF EMPLOYMENT:

Status: Employee

Contract: Fixed-term contract

Duration: 6 months

  • Gross monthly salary of 3,362 euros
  • 13th month equivalent paid in 2 installments – from 6 months of actual work seniority
  • Expatriation bonus of 10% of gross salary per month

Departure alone

REQUIRED PROFILE :

  • Minimum bachelor’s degree in social sciences, political sciences, international relations, humanitarian and international cooperation or related field;
  • Project management training;
  • A master’s degree in public health is an asset;
  • At least 4 years of relevant professional experience in the humanitarian sector;
  • At least 2 years of experience in a management position in the humanitarian field (field coordinator, program manager);
  • Solid experience in project planning and budget keeping; report proposal and writing;
  • Experience in remote and post-emergency management;
  • Experience in sub-Saharan Africa is an asset
  • Knowledge and understanding of project management tools
  • Experience in managing multiple projects, donors and partners;
  • Demonstrated team management skills;
  • Confident and competent in using MS Office;
  • Autonomy, ability to take initiatives and responsibility;
  • Ability to work in stressful situations;

    Languages: Fluent French, both written and spoken, essential. English desired.
