General description : Responsible for ensuring the good administrative/financial management of the delegation and financial responsibility for CESAL projects in Haiti Haiti.
Work Location: The usual work and residence base will be in Jacmel, with flexibility to carry out missions in offices in the project intervention areas.
Organic dependency: Hierarchically, it will be under the supervision of the Country Coordinator of CESAL Haiti. At the functional level, she will coordinate her work with the supervisor of international delegation management at headquarters and at the contractual level with the director of international cooperation in Spain.
Objectives and main functions:
1. Ensure an adequate administrative/financial management system for all CESAL resources in Haiti, including human resources and security management: – Guarantee the legal authorizations necessary for the proper functioning and operability of CESAL in Haiti . – Prepare and monitor the annual budget of the delegation and the structure project in collaboration with the Country Coordinator, – Ensure compliance with the taxation in force in the country: presentation of reports, fees and taxes required by the national authorities. – Ultimately responsible for the management, operation and security of CESAL offices, vehicles and equipment in the country, as well as inventory management. – Guarantee and supervise the accounting and reconciliation of economic information of the delegation, control and monitoring of petty cash, supervision of bank reconciliations… – Management of bank accounts, contracts, expenses and payments (opening and closing of bank accounts, signing checks, filing bank statements, etc.) – Responsible for HR management: selection process, hiring, preparation and payment of payroll, withholding, taxes and insurance. – Prepare and supervise the purchasing plan, the acquisition of equipment and supplies, the preparation of ToRs, the contractualization of technical services, contracts with suppliers, etc. – Promote and implement internal manuals and procedures according to the needs of CESAL in Haiti: o Internal Work Regulations / Human Resources Manual o Administrative and financial management manual o Purchasing manual o CESAL security plan in Haiti. o Code of conduct, safeguard policies and all institutional policies of CESAL adapted to the reality of Haiti 2. Ensure an adequate system of planning, control and economic monitoring of CESAL interventions in Haiti. – Management, training and supervision of the administrative team, including the logistics team, of CESAL in Haiti in terms of accounting, control and monitoring of the project. – Ensure economic monitoring of actions to predict and/or prevent budgetary deviations and modifications in projects – Control and monitoring of the availability of project funds: request for collections from financiers and transfers from headquarters. – Ultimate responsibility for financial responsibility for projects: planning, monitoring and preparation of economic reports. – Plan and supervise the preparation of economic and administrative documentation to justify projects. – Ultimately responsible for audits and responding to requirements for economic justification corrections of projects and programs. – Training, support and specialized strengthening of partner organizations in the country,and review of collaboration agreements with them, at the financial level. – Support the preparation of the budget in the formulation phase.
Contract conditions: Permanent expatriate contract, fixed-term contract (continuity depending on budgetary availability) Salary according to the organization’s scales. International health and private life insurance. Travel: 2 annual flights to the place of origin by CESAL Annual leave: 27 working days plus travel days to the place of origin plus the possibility of two R&R (rest and leisure) breaks Immediate induction.
Profile required: Only the CVs of people holding a work permit in a European Union country will be taken into consideration.
•Proficiency in Spanish and French will be required and knowledge of Creole will be appreciated.
• Essential minimum of 3 years of professional experience in development cooperation. Experience in coordination-direction-administration of national delegations at the international NGO level will be required. Professional experience in the Caribbean, and in Haiti in particular, will be valued.
• Training in the field of development cooperation and in-depth knowledge of HR, administrative and financial management tools.
• Ability to coordinate, plan, train and manage teams.
• Identification with the methodological principles of CESAL and desire to engage in a dialogue that draws on them.
