Job Purpose:

Job holder will be sure to control of all procurement processes of various levels and types, internally and externally, to comply with the provided budget, so as to achieve the most appropriate price and optimal quality standards.

Academic qualifications and required experience:

  • A university degree in commerce, economics, logistics, or accounting with at least five years of experience in procurement and logistics work, including one year of supervisory experience.
  • 4 years of experience in the work of humanitarian institutions.
  • Dynamism, speed of response and follow-up.
  • Flexibility in dealing with others and withstanding pressure.
  • Ability to organize and supervise the work team.
  • S/He has experience in the Turkish market.
  • Possesses effective negotiation and communication skills.
  • Excellent command of Arabic and Turkish, spoken and written.
  • Proficiency in English, both spoken and written, at a very good level.
  • Proficiency in dealing with computers and various office programs at an excellent level

Roles and responsibilities:

  • Participate in preparing procurement plans for projects.
  • Track purchase orders according to the approved procurement plan for projects.
  • Preparing forms, books of conditions, and tables of quantities for purchases and tenders.
  • Receive the most appropriate price quotes for all necessary materials.
  • Comparing offers, developing guidance notes, and discussing them with parties requesting materials.
  • Follow up on supply orders, invoices, receipt and compliance records, and contracts.
  • Assisting in purchasing materials, equipment, and goods necessary for offices in accordance with the policies and procedures in force in the organization.
  • Verifying the implementation of receipt and delivery of materials in a timely manner and according to the required specifications.
  • Assisting the direct manager in collecting data and information to submit reports on purchases to the organization’s management.
  • Follow up on the list of suppliers (approved supplier, supplier/blacklist) and work to update it constantly.
  • Track purchases from inside Turkey with companies until the materials are received inside Syria.
  • Tracking the procurement officer in paper archiving of projects (original logistical documents).
  • Preparing lists to study market prices for materials used by other departments in the institution.
  • Supervising the work of field procurement staff on the organization’s projects.
