Medical Referent GOZ BEIDA Project – Abeche – Chad – M/F At Alima

CONTEXT OF THE ABECHE PROJECT

The security situation is not stable in the eastern zone and is marked by daily incidents such as robberies, crime, the theft of humanitarian vehicles, and intercommunity conflicts. The new Sudanese crisis of April 2023 risks worsening the security situation that the area has been experiencing for several years.

On March 23, 2023, intercommunal conflict between Arabs and Mararites broke out in Tandalti, West Darfur (Sudan), following the assassination of a prominent Mararite trader by suspected Arabs. Members of the victim’s community reportedly responded by killing two Arabs. In turn, the Arabs attacked the northeastern part of the town of Tandelti, killing four people and wounding seven others. The violence led to the forced displacement of around 890 people who had crossed the Chadian border in search of international protection, to camps and villages located some 25 kilometers north of the town of Adré, the capital. from the department of Assoungha. The administrative authorities of Adré were alarmed and requested the intervention of the humanitarian team to help them deal with the humanitarian crisis.

On April 15, fighting broke out in Khartoum, the capital of Sudan, between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF). In a few days, clashes broke out throughout the country, particularly in Darfur, a region bordering Chad. These clashes are the result of political-military tensions, fueled by deep ethnic rivalries, which divide the power in place and, more broadly, the entire country. As of April 29, OCHA reported at least 512 deaths, including 5 humanitarian workers, and more than 4,193 injured. Due to the rapidly deteriorating situation, UN agencies and humanitarian organizations were forced to evacuate their expatriate staff. Despite an attempted ceasefire, the different camps continue to fight for control of strategic infrastructure. According to the UNHCR, as of May 13, around 60,000 people had fled to Chad: 3,000 in Wadi Fira province, 51,000 in Ouaddaï province and 6,000 in Sila province.

UNHCR in Chad expects an influx of 100,000 people (Sudanese refugees and Chadian returnees) by the end of the month.

The humanitarian situation in the area was not good well before the arrival of new waves of refugees, in several provinces (such as Ouaddaï, Sila, Salamat and Wadi-Fira where agricultural production declined), we witnessed migration men, heads of families towards the gold panning areas of the north, leaving behind children and women in a situation of acute vulnerability, because the majority of food and other basic necessities come from Sudan. A great famine is to be feared.

With the influx of new refugees into the areas, the security and humanitarian situation could worsen if responses are not provided to refugees and vulnerable hosts, despite the responses provided by the government and its partners, the needs remain very important in the affected areas. It should also be mentioned that there is insufficient support from state services, either because they are almost non-existent, or because they do not have the capacity to meet the needs of the indigenous population. as a refugee, given the socio-political and economic context of Chad.

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 3: As part of their duties, the position holder will be required to visit programs and be in contact with children and/or vulnerable adults. Therefore, a criminal record check or presentation of a certificate of good conduct will be necessary. In situations where it is impossible to provide a criminal record or a certificate of good conduct, a sworn declaration will be requested.

POSITION LOCATION: ABECHE /CHAD

FUNCTIONAL AND HIERARCHICAL LINKS

  • He/she reports to the Project Coordinator of his/her home base who is his/her line manager
  • He also reports to the Medical Coordinator who is his technical referent
  • He collaborates with the support teams (logistics and finances)
  • He supervises the medical team (the nursing care manager, the medical supervisor, etc.) in coordinating the project to which he is assigned.

MISSION AND MAIN ACTIVITIES

You are responsible for implementing medical activities in your area of ​​intervention. You ensure that project resources are used in a relevant manner and participate in defining the strategy of your base.

You support the medical and paramedical teams in developing their skills.

  1. Definition of the project’s medical objectives and intervention strategies
  2. Organization, analysis and good management of the project’s medical activities
  3. Supervision and training of the project’s nursing human resources
  4. Implementation of staff project health policies
  5. Participation in prevention against abuse of power, gender-based and sexual violence (PSEA)

EXPERIENCES & SKILLS

You hold a medical diploma, a paramedical diploma would be essential, you have experience of at least 3 years in a context of humanitarian medical intervention, experience in terms of team management and supervision. Prior experience of 2 years in an equivalent position with ALIMA or with another international NGO in the field would be an asset. Experience and knowledge opening RRM project (rapid response mechanism)

You have analytical and organizational skills, critical thinking and strength of proposal, ability to work in a team in multicultural contexts.

LANGUAGES

Fluency in French is mandatory, a local language is an asset

TERMS

Duration and type of contract : 6 months

Taking position : ASAP

Salary : According to ALIMA salary scale + valuation of experience + Per diem

ALIMA supports:

  • Travel costs between the expatriate’s country of origin and the place of mission
  • Accommodation costs
  • Medical coverage from the first day of contract to one month after the date of departure from the country of mission for the employee and his dependents
  • Evacuation for the employee and his dependents
