IMPACT ET REACH

REACH was born in 2010 as a joint initiative of two international NGOs ( IMPACT Initiatives and ACTED ) and the United Nations Program for Operational Satellite Applications (UNOSAT). The objective of REACH is to promote and facilitate the development of information products that improve the decision-making and planning capacity of the humanitarian community in emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) needs and situation assessment facilitated by REACH teams; b) situation analysis using satellite imagery; (c) provision of databases and (web) mapping facilities and related expertise.

IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives, including the REACH initiative. The IMPACT team is made up of specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarters is based in Paris and is present in around thirty countries. The two organizations have a strong complementarity formalized in a global partnership, allowing IMPACT to benefit from ACTED’s operational support in its areas of intervention.

COUNTRY PROFILE

A country ranked 163 out of 191 in the Human Development Index (HDI), Haiti is experiencing a deterioration in the socio-economic, political and security context which has recently contributed to exacerbating structural problems. This deterioration results in particular in the impoverishment of households, linked to a particularly high price inflation rate while the country depends 60% on food imports and the rise in insecurity.

Initially concentrated in certain neighborhoods of the city of Port-Au-Prince, the activities of armed gangs intensified and spread throughout most of the metropolitan area (ZMPAP), as well as in departments such as Artibonite, thus exposing a significant proportion of Haitian households to abuses and internal displacements.

Haiti is one of the 10 countries in the world most exposed to natural disasters. The 2021 earthquake, which struck Haiti on August 14, had devastating effects on people’s livelihoods and the country’s infrastructure. In addition, during the year 2022, social unrest due to the fuel crisis and the cost of living swept across the country.

We are currently looking for a Senior GIS Manager to support our team in Haiti.

Growing, the IMPACT Haiti team is looking for a Senior GIS to strengthen the skills of the mission’s GIS colleagues as well as the mission’s GIS strategy.

As part of his/her mission, the evaluation manager will be hosted by ACTED, IMPACT’s global partner, and will be under the direct responsibility and management of the ACTED national director and his delegates for all questions. administrative, security, logistics and finance. He/she will therefore fully comply with ACTED’s rules and regulations regarding security, administration and human, logistical and financial resources.

FUNCTIONS

Under the direction of the Country Coordinator, the GIS officer is responsible for (non-exhaustive):

  1. Team management and capacity building: Ensure the strategy of GIS projects and the hierarchical management of three GIS staff (one senior, one manager, one assistant)
    1. Ensure the distribution of tasks within the team;
    2. Develop skills, implement capacity building methods;
    3. Ensure the development and monitoring of the strategy for GIS projects.
  2. Management of project cycles, commitment and internal technical support : Ensure the development of methods and technical support through GIS solutions relating to all IMPACT project cycles
    1. Ensure technical contributions to MSNA, HSM, ICSM projects (map creation, sample preparation, sample tracking, etc.);
    2. Ensure technical achievements for the DRR project to create multi-hazard maps (production of multi-hazard maps for all admin1);
    3. Technical guidance on cartographic choices and practices for all projects;
    4. Pre-validation of products and guarantor of their quality;
    5. Potential Dashboard construction;
    6. Improvement of administrative boundary layers; updating the localities layer; construction of a diverse database on the context.
  3. Participate in the identification of logistical, HR and financial needs
    1. Frequent participation in SMT;
    2. Identification of HR, logistical and financial needs for SIG tasks and colleagues;
    3. Monitoring deliverables and responsible for the timeline of SIG colleagues.
  4. External engagement and capacity building: Provide capacity building training in GIS and remote sensing for national and international humanitarian organizations in Haiti
    1. Preparation of training materials for external partners.
    2. Provide training to external partners (technicians, governments, NGOs, etc.);
    3. Participation and organization of IMAWG meetings when relevant;
    4. Meeting of government partners producing data;
    5. Presentations of IMPACT project results during relevant workshops.

REQUIRED CONDITIONS

  • Academic Excellent academic qualifications, preferably including a master’s degree in the relevant discipline
  • Research Skills Proven experience managing and analyzing geospatial information. Excellent spatial analysis skills; experience in remote sensing is an advantage
  • Software Skills : Advanced knowledge of ArcGIS and/or QGIS. Demonstrated knowledge of Microsoft Office, including Word, Excel and PowerPoint. Knowledge of R, STATA, Python or equivalent statistical software is an advantage.
  • Years of professional experience At least 2 years of relevant professional experience. Experience in the humanitarian field highly desirable;
  • Team Management Skills Team management experience and skills highly desirable;
  • Communication and Reporting Skills Excellent communication and writing skills for writing effective reports;
  • Ability to carry out several tasks simultaneously within tight deadlines, over several research cycles;
  • Level of independence Proven ability to work independently;
  • Intercultural work environment Ability to work in an intercultural environment requiring flexibility;
  • Familiarity with the humanitarian coordination system an asset;
  • Security environment Ability to operate in a complex and difficult security environment or previous experience in contexts with high security challenges an asset;
  • Language skills Fluency in French required, fluency in English is an asset;

COMPENSATION AND BENEFITS

  • For this position, the salary is between 2,760 CHF and 2,880 CHF per month (before income tax), etc. as well as a monthly subsistence allowance of USD 300.
    • NB – IMPACT salaries are strictly determined by our salary scale based on the grade of the position and the level of education of the staff. A location-dependent security and/or isolation adjustment is then applied to account for the fact that some staff must work in difficult locations where living and working conditions are much more difficult than elsewhere.
  • Accommodation and food in a guest house. NB – IMPACT is hosted by ACTED in this country.
  • Membership in a Swiss private pension fund (Swisslife – approximately 9.975% of gross staff salary), health insurance, life insurance and repatriation assistance
  • Airfare every 6 months and visa fees covered (in-country travel costs and business expenses are fully covered)
  • R&R after 3 months (airfare up to $500 + $200 living allowance) if the duty station allows it.
  • Contribution to baggage transport: between 20 and 100 kg, depending on the duration of the contract (+ baggage and personal property insurance)
  • Annual leave of 36 days per year. Public holidays of the country of assignment. Leave for family or compassionate reasons, if applicable.
  • Pre-departure induction – 3 days at IMPACT Initiatives headquarters in Geneva + one week of pre-departure training at ACTED headquarters in Paris, including 4 days on-site security training;
  • IMPACT prioritizes the psychological safety of its staff and the health insurance provided covers, among other things, up to €1000 per year in psychosocial counseling costs.
  • This base is not a family duty station
