WHAT DO WE DO …

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided relief to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in around twenty countries, the SI teams – 2,000 people in total made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

JOB DESCRIPTION

Within the Operations Department, the Deputy Operational Director for Programs (DOAP) supervises the overall programmatic, technical, innovation and quality strategy of the organization, by delegation from the Director of Operations (DO).

The prerogatives of the Deputy Operational Directorate for Programs revolve around 5 main areas:

Develop the organization’s program strategy, on technical and methodological aspects to ensure quality and ensure the coherence of the intervention logic.
Technically and methodologically support the countries of intervention.
Ensure a MEAL framework (Monitoring, Evaluation, Accountability and Learning) for all countries
Develop the sectoral and transversal expertise of the organization
Develop the research and institutional innovation approach

Position responsibilities (non-exhaustive list):

Design and supervise the programmatic, technical, innovation and quality strategy

Contribute to the definition of the IS operational strategy
Define with the DOAP team and in connection with the 5-year IS strategy the annual programming of the DOAP

Supervise the quality and accountability framework of IS programs

Develop frameworks and tools to achieve and surpass minimum program quality standards and ensure overall management of IS programs

Guarantee technical support to countries

Supervise and evaluate the technical support provided to the Countries of intervention by the team of Technical Referents
Steer the development and updating of technical strategies, frameworks and methodologies

Develop global expertise and innovation within SI

Supervise the development of an external demonstration strategy for IS expertise (external events to highlight lessons learned, etc.)
Identify and realize collaborations and/or technical partnerships with Universities, research centers, etc. other humanitarian organizations

Represent SI externally

Represent the association in technical and methodological forums and coordination, and more broadly on issues of quality and accountability of humanitarian action

Manage the Deputy Operational Directorate for Programs

Organize, coordinate and lead the work of the division managers and technical referents within the Department by ensuring a balanced alternation between field support missions, recovery and contribution to the substantive projects carried out by the DOAP

Other functions

Participation in the governance of the association
Participation as a permanent member of the Management Committee
Regular participation in association bodies (General Assembly, Board of Directors, Office) at the request of the General Director.

YOUR PROFILE

At least 3 years of experience in a humanitarian coordination position (Country Director, Field Coordinator, Program Coordinator, etc.)
At least 2 years of experience in a field “program” position within a humanitarian mission
Experience in conducting professional advocacy (Global or Country Cluster) would be an asset
Strong appetite and capacity for representation (in the field or at headquarters)
Experience within the headquarters of an international NGO in a similar service appreciated
In-depth knowledge of the issues of the humanitarian sector essential
Strong appetite for innovation, and ability to carry a programmatic humanitarian vision
Experience in team management essential
Proven ability to design, write and raise funds from humanitarian donors
Bilingual French / English

IF WILL OFFER YOU THE FOLLOWING CONDITIONS

Position based at the headquarters of Solidarités International, in Clichy la Garenne (Metro Mairie de Clichy) with field travel
Permanent contract – Replacement of Maternity Leave – 6.5 months from June 3, 2024 – Executive status
Monthly gross remuneration of: 4,428 € or €4,612 depending on the scale in effect at headquarters
Possibility of teleworking: 4 or 12 days of teleworking per month or 100% teleworking with 3 days of mandatory face-to-face work per month. In accordance with the Teleworking Charter in force and the manager.
Leave: 2.0833 CP/month and 1 day of RTT/full month of work
Mutual insurance (80%), restaurant tickets (60%), Île de France transport tickets (50%) covered by the
Insurance Association in charge during field trips and 1 day of recovery per weekend spent on mission.
