ICLA Program Development Manager Chad At Norwegian Refugee Council

NRC is launching its mission in Chad and is looking for a dynamic, motivated and qualified PDM in the field of legal assistance and protection who will actively contribute to the implementation of the ICLA (Information, Counseling and Legal Assistance) program in eastern Chad, based in Adré, and to develop the strategy of the ICLA sector of NRC in accordance with the country strategy.

CONTEXT

In April 2023, large-scale conflict broke out in Sudan, causing mass displacement in all neighboring countries. The total number of refugees has exceeded one million people and Chad has so far hosted more than 500,000 Sudanese refugees and 130,000 Chadian returnees, approximately 20% of the total displaced population. From the beginning, the population fleeing the war found initial safety along the border areas with Darfur, then were gradually relocated to refugee camps in the three eastern provinces. Of the 43% of the population relocated, 64% were transferred to camps in Ouaddaï, 28% in Wadi Fira and 8% in Sila. The vast majority of the remaining population is currently in informal sites in Adré (Ouaddaï), waiting to be relocated to the new camps.

Taking into account the humanitarian needs and gaps, NRC intends to contribute to the emergency response by providing assistance to the refugee population relocated to the new Ouaddaï camps, notably Metche, Ourang and Arkoum. The proposed intervention will focus on integrated programming in sectors where NRC can provide added value (Shelter, Education, ICLA, Protection).

NRC is launching its emergency humanitarian response through these key skills in order to enable refugees and the host population affected by the crisis to have inclusive access to quality humanitarian assistance.

NRC is looking for a dynamic, motivated and qualified PDM in the ICLA/legal assistance field who will actively contribute to the implementation of the program in eastern Chad and to develop the sector strategy in line with the country strategy.

Role and responsibilities

The objective of the ICLA PDM position is to design, develop and implement projects within the framework of the information, advice and legal assistance program in Chad, firstly in the east, and to contribute to the the evolution of the national NRC program strategy in the country. The ICLA PDM is also responsible for the supervision, training and technical capacity building of the staff concerned.

  1. Responsible for the development of the ICLA strategy of NRC in Chad, based on the context analysis and assessments carried out so far, with the aim of clearly identifying needs and gaps and providing strategic, tailored recommendations to the context.
  2. Provide constant technical guidance within the ICLA area and build capacity of sectoral staff.
  3. Contribute to fundraising by developing project proposals, budgets and reports to donors.
  4. Coordinate and manage the implementation of projects in the ICLA area (activities, budget and project documentation) in accordance with proposals, strategies, contractual commitments and donor requirements.
  5. Represent NRC in forums/clusters and with national and local authorities, donors, other ICLA partners (within the protection sector) and target communities.
  6. Ensure that key lessons are learned from the implementation of the ICLA program and integrate them into sector and staff development processes.
  7. Promote the rights of refugees and other vulnerable populations affected by the crisis throughout the project cycle, in line with the national and advocacy strategy.
  8. Liaise and collaborate with relevant local and national authorities and stakeholders, and represent NRC in relevant forums, working groups and clusters.
  9. Develop SOPs, tools and guidance documents to ensure program quality and effective monitoring mechanisms.
  10. Prioritize programmatic linkages with other sectors and integrated programming.
  11. Maintain dialogue with relevant local stakeholders, including ICLA sector authorities, refugee and host community leaders, and representatives of ICLA or protection committees or similar bodies, to ensure the relevance of programming and equitable distribution of resources among communities affected by displacement.
  12. Lead or contribute to the recruitment of key personnel in the ICLA area.
  13. Develop and implement training and capacity building plans for NRC staff

Professional skills

  • At least 5 years of experience as an expert in humanitarian contexts
  • Experience working in complex and unstable contexts
  • At least 3 years of expertise as a senior manager or specialist in the field of ICLA/legal assistance/access to justice
  • Documented results in relation to position responsibilities
  • Fluency in French and English
  • Experience in start-up and emergency contexts
  • Previous experience in Chad or neighboring countries is an advantage.
  • Knowledge of the Arabic language is an advantage
