SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided
relief to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in around twenty countries, the SI teams – 2,000 people in total made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.
JOB DESCRIPTION
Attached to the Middle East Desk (Syria, Iraq, Lebanon, Yemen), the desk representative has the following role:
- He/she is the guarantor of the implementation of the Programming Strategy at the desk level and in the Countries of intervention
- He/she supports the Regional Director in defining the strategy of the countries of intervention.
- He/she participates in the definition and respect of the Strategic Programs of the Desk countries
- He/she is responsible for monitoring the proper implementation, relevance and quality of projects developed on missions, based on humanitarian needs and within the framework of annual programming.
This is a position requiring real strategic proposal strength at desk level, and strong mission support capabilities for the definition and implementation of projects. The candidate will be able to demonstrate strong pragmatism combined with an innovative programmatic vision.
Main activities of the position:
- Strategy and Programming : Participates in the development of strategies for the countries of intervention followed by the Desk, annual programs and participates in their monitoring; Ensures the coherence and sustainability of programs carried out in accordance with the strategy of the association and the programming of each Country of intervention;
- Quality and Operational Relevance : Validates the operational strategy of projects in development; Ensures that all projects respect the current project cycle; Agrees checkpoints with Deputy Country Directors (DPA) of Programs/Program Coordinators, and carries out follow-up; Ensures the implementation of standard indicators defined with the technical referents and ensures their monitoring; Ensures the monitoring of monthly activity reports and communication with the country on the basis of this document; Ensures the planning and smooth budgeting of activities, and consistency with budget monitoring with regard to program budget lines, in collaboration with the Desk management manager; Participates in the identification of potential implementation partnerships
- Creation of expertise: Participates in the sizing and planning of HR program needs in collaboration with the RG and the Countries; Validates technical job profiles and information sheets (RIS) in coordination with the country team; Participates in the recruitment of Program Managers, Coordinators and DPAs (and technical staff in collaboration with DOAP representatives), notably through a validation interview and/or correction of technical tests; Identifies areas for improvement related to programs in country teams, and proposes a capacity building plan, in conjunction with the expatriate and national HR department; Ensures the training of national program teams in project cycle management in collaboration with the country’s program coordination; Identifies relevant lessons learned in each country, capitalizes on them and shares them with other Program Desk Representatives, in conjunction with the DOAP and the learning manager, for transfer of experience between countries;
- External representation/coordination : Maintains exchanges with peers from other NGOs; Develop operational partnerships with other humanitarian actors in support of Desk Countries; Participate in multi- and bilateral meetings with donors
Field travel : 3 to 4 missions/year, duration of 15 to 20 days.
YOUR PROFILE
Training and experience:
- 5 years minimum in program coordination or field coordinator functions
- Previous experience in program management at headquarters preferred.
- Significant experience in partnership development or consortium project management.
- Training/Experience in economics & social sciences specializing in food/nutrition, agronomy or equivalent highly appreciated.
- English and French, read, spoken and written
- Having worked on one or more Middle East contexts is a plus
Skills and qualities required:
Your field experience in coordination functions has necessarily given you skills in project management and definition of operational strategies. You also have a great ability to operationalize a strategy, conceptualize and plan programs and synthesize and disseminate information.
More typically, your English is perfectly fluent and you are also perfectly comfortable with the Office Pack.
IF WILL OFFER YOU THE FOLLOWING CONDITIONS
- Position based at the headquarters of Solidarités International, in Clichy la Garenne (Metro Mairie de Clichy) with field travel
- 12-month fixed-term contract from March 11, 2024 – Framework status
- Gross monthly remuneration of: €3,183 or €3,316 depending on the scale in effect at headquarters
- Possibility of teleworking: 4 or 12 days of teleworking per month or 100% teleworking with 3 days of mandatory face-to-face work per month. In accordance with the Teleworking Charter in force and the manager.
- Leave: 2.0833 CP/month and 1 day of RTT/full month of work
- Recovery days and 100% medical coverage during field trips
