Context
Since 2000, the French Red Cross (CRf) has been implementing a regional Disaster Risk Management (GRC) program based on the “Indian Ocean Regional Intervention Platform” (PIROI) based on the island of The meeting. In close coordination with the international components of the Red Cross and the National Societies members of the PIROI (Comoros, Madagascar, Seychelles, Mauritius, France – Réunion/Mayotte, Mozambique, Tanzania), it aims to reduce the impact of related disasters natural and health hazards and the effects of climate change on the populations of the south-west zone of the Indian Ocean.
The PIROI 2021 – 2025 strategic framework includes the following four strategic axes:
- Axis 1: The knowledge and skills of disaster management stakeholders are improved regarding the risks linked to natural hazards, health crises and climate change.
- Axis 2: The capacities of disaster management stakeholders are strengthened in terms of managing risks linked to natural hazards, health crises and climate change.
- Axis 3: The populations of the southwest of the Indian Ocean are better informed and prepared to face the risks linked to natural hazards, health crises and climate change.
- Axis 4: Populations affected by a disaster linked to natural hazards receive emergency aid that meets their priority needs and contributes to their recovery.
These four strategic axes are supplemented by a facilitating action, the construction of the PIROI Center. Indeed, PIROI wishes to capitalize on its 20 years of experience in the area by creating a dedicated resource, training and innovation center specializing in risk management and adaptation to climate change. The building will have a total surface area of approximately 2,000m² and will accommodate offices, meeting and training rooms and operational warehouses.
General job description
Placed under the responsibility of the deputy head of delegation, the post holder will strengthen the delegation’s program teams.
He participates in programming, develops and manages the monitoring-evaluation system, supports reporting to donors and headquarters and ensures the implementation of 360 accountability and learning mechanisms.
He also guarantees the quality of implementation of the regional program, paying particular attention to the proper consideration of cross-cutting issues (RSO, PGI, CREC).
The position holder has the following objectives:
- Objective 1: Support programming and planning
- Objective 2: Provide technical and methodological support for the establishment of a Monitoring-Evaluation system for each project and for the delegation
- Objective 3: Ensure the establishment of mechanisms for reporting information and managing complaints from projects and the delegation
- Objective 4: Ensure the implementation of a learning mechanism
Description of tasks / responsibilities
Objective 1: Support programming and planning
- Support and coordinate the planning of SERA activities and system at the delegation (strategic) and project levels;
- Participate in the design of new project proposals and support needs assessments;
- Participate in planning monitoring and evaluation surveys for the total duration of projects;
- Participate in the planning of accountability activities, particularly with beneficiaries, partners and donors, and learning and capitalization activities.
- Ensure that budget proposals take into account the costs associated with the resources required to carry out SERA activities.
Objective 2: Provide technical and methodological support for the establishment of a Monitoring-Evaluation system for each project and for the delegation
- Coordinate and support project teams in the implementation of monitoring-evaluation plans for each project respecting CRf quality markers, and at delegation level;
- Coordinate at the delegation level the various evaluations or surveys to be carried out and provide technical support for their implementation to Project Managers (Support for monitoring evaluations respecting OECD-type quality criteria; Support for methodologies and investigation methods; Support and training of investigators and the SN);
- Support those in charge of M&E to ensure the quality of the data collected, their processing and their analysis;
- Support, in conjunction with the project teams and the regional program coordinator, the monthly monitoring of activities in the field and the updating of the monitoring of indicators in order to monitor the level of execution of the projects, the challenges and difficulties encountered on the ground ;
- Support the configuration of the operational monitoring tool (OSO) in collaboration with the regional program coordinator, PRC and RRC department managers and Desk assistants and headquarters technical referents;
- Support program teams in the management of their operational databases;
- Strengthen the capacities and knowledge of the FIU project teams and operational partners (SN) and improve good practices in monitoring and evaluation (for example, organization of data collection training on Kobo, etc.);
- Support for the development of tools adapted and harmonized to the monitoring-evaluation system (tools, database, survey questionnaire frames, TDR types of mid-term or end-of-project evaluation, report frame, etc.).
Objective 3: Ensure the establishment of mechanisms for reporting information and managing complaints from projects and the delegation
- Ensure the sharing of information on the progress, the objectives of the project, etc. with the beneficiary populations to allow their participation in planning and facilitate their decision-making in the implementation of projects;
- Identify existing accountability mechanisms (at the local level, from different partners, SNH, etc.) and implement an information feedback and complaints management mechanism adapted to the populations and the context of intervention, in coordination with the SNOI;
Objective 4: Ensure the implementation of a learning mechanism
- Participate in the learning and capitalization process at the level of the different projects and at the overall level of the delegation: ensure good practices for regular archiving of documents from projects (electronic or paper, photos, video, etc.), organize workshops feedback (RETEX), organize training to adopt good practices and lessons learned from previous projects, identify intervention methods not to be reproduced, organize workshops mid-term and at the end of the project, etc.;
- Ensure and coordinate among the program teams the dissemination and dissemination of recommendations and the use of the knowledge acquired, particularly through their integration into new projects (establishment of joint project writing workshops between the technical teams, workshops launching projects, etc.).

Training and Experiences
- A diploma in project management, human sciences, statistical analysis, monitoring & evaluation.
- Perfect mastery of project management concepts and tools.
- Experience in project management and coordination in different sectors of intervention (if possible in health and/or DRR).
- Experience in SERA functions.
- Knowledge of donor rules and requirements regarding the SERA approach.
- Experience and/or knowledge in communications is an asset.
Conditions and remuneration
- National post based in Reunion
- 12-month fixed-term contract
- 39 hours per week (work evenings and weekends recovered)
- 23 RTT and 5 weeks of paid leave per year
- Gross monthly remuneration: according to collective agreement,
+ End of year bonus of 1/12th of gross basic salary
+ Mutual insurance covered up to 50% by the employer
