CONSULTANCY – TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.**

Consultant- Business / System Analyst, Headquarters Amman (Local)

BACKGROUND

UNRWA currently employs BERT (an Agency-wide database, not an acronym) to collect, store, and analyze data for three main spheres: installation inspections, staff disciplinary data, and curriculum review. This is to ensure that the Agency maintains full visibility of all breaches of the principle of neutrality, such that it complies with its mandate to provide a fully neutral service to Palestine refugees. With proper investment it is hoped that this database, interlinked with others in the Agency, will produce live data on the UNRWA website concerning these three domains and that a data coordinator would serve as a key component to this objective being fulfilled.

In the sphere of UNRWA installations, the database currently collects data on inspections of Agency installations, including schools for primary and secondary education, health centers for the provision of primary healthcare, registration offices, camp service offices in camps, microfinance offices, and other installations.

A major upgrade of the system that supports the recording and reporting of Neutrality site inspections is currently underway. The system is used by over 200 users across the five fields of operation as well as at headquarters.

Description of Duties and Responsibilities

Under the supervision of the Head of the Business Service Management Section in the Information Management and Technology Department (IMTD) and the day-to-day guidance of the Business Service Manager for the Executive Office, the Consultant will work closely with other members of the system project team as well as Neutrality team members in Fields and Headquarters.

The main responsibilities include:

· Performing business and systems analysis, either on individual assignments or as a member of a development project team for the design, implementation, and testing of the Agency software applications.

· Assists the Business Service Management Officers in preparing ‘As Is and ‘To Be’ process maps and collecting and documenting user requirements and detailed system and programme specifications.

· Preparing functional specification documents.

· Proactively communicates with business counterparts to ensure that detailed system and programme specification documents are captured and documented comprehensively.

· Undertakes testing on new system functionality compared to the requirements and functional specification.

· Undertake testing of report and as required, data analysis.

· Preparing user manuals and other documentation for the systems and application(s) to which assigned.

· Developing training material and conducting training of trainers and / or end users.

· Provides end-user support when assigned.

· Performs other duties as may be assigned.

minimum Qualifications and Experience

· A university degree from an accredited educational institution in information technology, information management, computer science, business administration, or other related discipline.

· Formal training in business analysis, and/or software development.

· Five years of work experience in software applications development and implementation, with proven experience in:

  • Business analysis, understanding of business needs and proven ability to propose solutions.
  • Experience in the full systems implementation lifecycle including process mapping, requirements analysis, drafting of functional specifications, testing, drafting of user documentation, delivery of training, data conversion and transition.
  • Advanced data analysis.
  • Report writing and knowledge of reporting tools (PowerBI, Crystal Reports, SQL Reporting Services, etc.).
  • MS Office, MS Project or similar tools.

ADDITIONAL INFORMATION

The consultant will be required to travel in the Agency’s area of operations in the Middle East.

CONDITIONS OF SERVICE

· The duration of the consultancy is 11 months, provided approved good performance.

· The consultant will receive monthly fees of JD997.30.

· The incumbent will be based in Amman.
