WASH Coordinator-Gaza At Save the Children

The Opportunity – WASH Coordinator.

Post location: Gaza Field Office- Rafah and subject to change based on SC priorities and response in Gaza.

Contract Duration and Level of Effort: 12 months.

ROLE PURPOSE:

As the Water, Sanitation, and Hygiene (WASH) Coordinator, your role is to lead the planning, implementation, and monitoring of WASH programs in accordance with international standards and best practices. You’ll ensure access to clean water, sanitation facilities, and hygiene promotion activities for communities affected by crisis or adversity, safeguarding their health and well-being.

SCOPE OF ROLE:

Reports to: WASH Manager.

Staff reporting to this post: None.

Budget Responsibilities: None.

KEY AREAS OF ACCOUNTABILITY:

  1. Program Planning and Management:
  2. Technical Guidance and Support:
    • Provide technical expertise and guidance on water supply, sanitation infrastructure, and hygiene promotion activities, ensuring compliance with international standards and best practices.
    • Conduct assessments of water sources, sanitation facilities, and hygiene practices to identify needs, gaps, and opportunities for intervention.
  3. Capacity Building:
    • Facilitate training sessions and workshops for WASH staff, partners, community volunteers, and local authorities to enhance their technical skills, knowledge of WASH principles, and ability to manage WASH facilities and services.
    • Provide ongoing support and mentorship to WASH teams, promoting continuous learning and improvement within the program.
  4. Infrastructure Development and Rehabilitation:
    • Oversee the construction, rehabilitation, and maintenance of water supply systems, sanitation facilities, and hygiene infrastructure, ensuring they are designed, built, and operated safely, sustainably, and inclusively.
    • Coordinate procurement processes for WASH materials, equipment, and supplies, ensuring timely delivery and appropriate use of resources.
  5. Hygiene Promotion and Behavior Change:
    • Develop and implement hygiene promotion campaigns and behavior change interventions to promote safe water handling, proper sanitation practices, and good hygiene behaviors within communities, schools, and health facilities.
    • Utilize participatory and culturally sensitive approaches to engage with community members and foster ownership of WASH initiatives.
  6. Emergency Preparedness and Response:
    • Develop contingency plans and response strategies to address WASH needs during emergencies, including conflict, natural disasters, and disease outbreaks.
    • Coordinate with other sectors and agencies to integrate WASH into multi-sectoral emergency response efforts, ensuring the timely provision of life-saving assistance to affected populations.
  • Lead the development of WASH program strategies, annual plans, and budgets in alignment with organizational goals, donor requirements, and humanitarian principles.
  • Coordinate with program staff, government counterparts, and other stakeholders to implement and monitor WASH projects, ensuring the effective delivery of services and achievement of objectives.
  1. Monitoring, Evaluation, and Learning (MEL):
    • Develop and implement robust monitoring and evaluation frameworks to track progress, measure impact, and capture lessons learned from WASH programs.
    • Regularly analyze data and feedback to inform program adjustments, improve performance, and enhance accountability to beneficiaries, donors, and other stakeholders.
  2. Coordination and Networking:
    • Represent Save the Children in WASH coordination forums, working groups, and technical meetings at the national, regional, and local levels.
    • Collaborate with government counterparts, UN agencies, NGOs, and other stakeholders to harmonize WASH interventions, share information, and advocate for policy change and resource mobilization.
  3. Reporting and Documentation:
    • Prepare timely and accurate reports on WASH program activities, achievements, challenges, and recommendations for internal and external dissemination.
    • Maintain comprehensive records of project documentation, including budgets, workplans, progress reports, and beneficiary data, in compliance with organizational and donor requirements.

QUALIFICATIONS

  • Bachelor’s degree in public health or public health engineering with overall understanding of.

EXPERIENCE AND SKILLS

Essential

  • WASH sector and minimum 4 years progressive experience in the WASH sector.
  • Experience in WASH sector at coordinator level in non-profit sector in a humanitarian or development context.
  • Experience of and commitment to working through systems of community participation and accountability.
  • Demonstrated monitoring and evaluation skills.
  • Ability to work both in a managing and a hands-on implementation capacity
  • Proven capacity to supervise and coach staff in WASH technical skills.
  • Ability to write clear and well-argued assessment and project reports.
  • Excellent communication skills
  • Strong influencing skills and experience in advocacy
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • Excellent command of English and Arabic
  • The capacity and willingness to be extremely flexible and accommodating in difficult working circumstances.

Desirable

  • Experience or knowledge of working in the region.
  • Experience of working with NGO.
  • Experience in emergency response.
