Chief of Party At Counterpart International

Counterpart International is seeking a Chief of Party to remotely manage a multi-million USAID-Funded civil society and media sectors grant program to promote human rights and civic freedoms in a closed, hostile country.

Responsibilities

The COP will be responsible for overall project leadership, management, strategy, vision, quality and compliance including meeting all the requirements of a Cooperative Agreement with USAID. The COP will develop and maintain positive working relationships with USAID and many other stakeholders including, the concerned U.S. Embassy, implementing partners inside the closed country, other international NGOs and U.N. Agencies working in the same environment as well as relevant groups operating in exile. The COP will also build relationships with the many project support departments within Counterpart to ensure project success.

Qualifications

  • Advanced degree in International Development, Social Sciences, Political Science, Area Studies, Governance and Civil Society and/or other related fields.•
  • Minimum of 15 years of progressively responsible program management experience in international development governance programs; minimum of three years working on civic social strengthening programs; minimum of five years working in closed spaces or conflict zones;
  • Experience supervising large teams of diverse staff and demonstrated leadership capacity and motivational skills;
  • Previous experience managing multi-million USAID-funded programs required;
  • Demonstrated program management and organizational skills in managing, implementing, and taking accountability for effective program budgets, finances, and personnel of projects of a similar scale and scope;
  • Demonstrated experience managing and implementing development projects focused on human rights, civil society and media strengthening, preferably in closed countries or conflict zones;
  • Demonstrated experience working with and designing programs to protect the human rights of marginalized groups, to include women, youth and ethnic and religious minorities;
  • Demonstrated experience in working effectively with local and national civil society actors, international donors, USAID representatives, other implementing agencies, and other stakeholders;
  • Demonstrated ability to meet deadlines and deliver quality outputs;
  • Experience in overseeing a large micro and macro grants program;
  • Ability to adapt to a changing and hostile environment with experience in incorporating strategic business intelligence within risk management programs operating in fragile states and conflict environments;
  • Ability to lead and manage project team and operations remotely and ability to adapt management approaches;
  • Excellent oral and written communication skills in English required.
  • Excellent in person and virtual presentation skill preferred.
