CONTEXT :
The DRC has suffered chronic instability since the end of the 1990s, linked to internal governance problems and its proximity to countries that have experienced major crises. The east of the DRC has been the scene of a chronic crisis for more than 20 years. Instability is permanent there and armed groups are numerous. Humanitarian actors have been intervening in the area for many years, mixing emergency, transition/resilience approaches and trying to ensure a certain development/stabilization. Since October 2022, the security situation has seriously deteriorated with the resumption of fighting between elements of the M23 and those of the Armed Forces of the Democratic Republic of Congo (FARDC).
In response to needs and as part of its technical expertise, HI has been operating in the DRC since 1995 in numerous sectors and is a recognized player in humanitarian assistance and logistics.
In Kinshasa, multi-year development projects are being implemented on the themes of Physical and Functional Rehabilitation, Maternal and Child Health, Inclusive Education and Inclusive Governance.
In Kasai and Kasai Centrale, initially engaged in development activities, HI has intervened since the 2016 crisis on Food Security projects and is currently involved in an inclusive education project.
In North Kivu, to date, the Goma base is implementing 6 projects:
- Two mobile mental health and psychosocial support clinic projects with a READ component, -A road rehabilitation project in Mweso;
- A project in the field of community protection, mental health emergency response and kit distribution in Mweso;
- A Logistics and Storage Platform project offering a service to humanitarian actors; è An integrated rehabilitation project with stimulation therapy in the Mweso health zone, Goma health zone, and Rutshuru health zone
The year 2023 and 2024 will be devoted to the deployment of the multi-year strategy of the DRC Program, with discussions focused in particular on emergency response capacities and logistics operations in the DRC.
YOUR MISSION :
The main challenges of the position will be the implementation and monitoring of integrated rehabilitation activities and stimulation therapy for children suffering from severe acute malnutrition in the project area. But also to ensure the optimization of the quality and impact of project activities through a delegation system with appropriate control mechanisms.
Implementation of an Integrated Mental Health Rehabilitation framework in Mweso and Rutshuru:
- Assessment and analysis of needs and a contribution to the intervention strategy;
- Contribution to the definition of physical rehabilitation activities to be implemented according to the organization’s positioning for the years 2024 and 2026;
- The definition of a support strategy for local public structures (hospital and health centers) in coordination with the Rehabilitation Specialist.
Implementation of integrated rehabilitation activities (Mweso and Rutshuru) and stimulation therapy activities (in Goma, Mweso and Rutshuru )
- Monitoring of the project, in terms of donor indicators, but also in terms of internal quantitative and qualitative indicators;
- Compliance with contractual commitments with donors and HI procedures in force;
- Internal coordination of the project and management of the project teams, in interaction with the logistics, administrative, financial and security services of the mission;
- Good external coordination of the project with operational partners (local and international NGOs, state structures, etc.).
- To respect and enforce the security rules and legal frameworks in force on the mission;
- To ensure reporting and capitalization of the project.
Implementation of universal mental health care activities in Mweso, Rutshuru and Goma
- Support for the psychologist supervisor in his activities to support psychologists in charge of collective and individual care of beneficiaries
- Support for supervisors in their Read and MHPSS activities, in their support activities for psychologists and Physiotherapists and in the implementation of joint MHPSS-Read activities
- Be vigilant about the psychological impact of support on teams and, with the support of the MHPSS specialist, propose mechanisms/actions that can help teams better manage difficult situations.
Implementation of Inclusive Humanitarian Action activities in Mweso, Rutshuru and Goma
- Supervises, in conjunction with the Inclusion Specialist, the inclusion officer(s) under his responsibility, in the implementation of inclusion activities according to international inclusive humanitarian action standards,
- Contributes to the contextualization of tools, and their translation into local languages, and to the implementation of the analysis of needs and barriers,
- Contributes to the contextualization of tools and implementation of analysis and monitoring of inclusion in humanitarian programming and practices,
- Contributes to the development, contextual adaptation, implementation of awareness messages, advocacy, technical support to humanitarian actors.
YOUR PROFILE :
- You hold a diploma in physiotherapy or Mental Health;
- You have at least 2 years of experience providing technical support to rehabilitation programs;
- You have experience in implementing stimulation therapy programs, and know the technical issues of specific needs and rehabilitation;
- You have a good knowledge of the different schools of thought and explanatory models of disability, as well as strategies to combat exclusion and discrimination;
- You know the major issues of physical and functional rehabilitation;
- Flexible, with a sense of priorities and strength of proposal, you are resilient to stress and uncertainty, and are able to work in an unstable security context;
- You have good writing, analytical and management skills;
- You know and like to work and collaborate in a multidisciplinary team;
- You are fluent in French, both written and spoken.
SPECIFICITIES/PARTICULARITIES OF THE POSITION:
Mweso is an area with security constraints, including strict travel rules and a 7 p.m. curfew (subject to change). Given the context of the opening of the zone for HI, with the opening of a sub-base, the comfort and living conditions will be those of a base opening during the launch phase. One or two other HI expatriates will be based in Mweso initially, with the presence of other NGOs on site (MSF, ACF, NRC, JRS, DCA) with a few expatriates.
