Within the Compliance and Finance Department of the Administrative and Financial Department, your objective will be to ensure compliance and good financial and budgetary management of projects in your geographic reference area, in consistency with Plan International’s internal rules. and landlord rules.
Directly attached to the Compliance and Finance Department Manager, you will carry out the following missions:
Development, review and control of financial and contractual aspects in the assembly and development phase of projects in its geographic reference area:
- Carry out the budgetary structure of projects in accordance with the activities, procedures of Plan International and the rules of donors;
- Prepare administrative files for projects according to the list communicated by donors;
- Work and support country offices on budget construction
- Build procurement plans with country offices in compliance with procedures (International Plan, donors and the local law of each field office);
- Guarantee the first revision of the donor agreement (institutional and private), and the various agreements with local offices and/or other members of Plan International.
Management of compliance and finances of projects in its geographic reference area:
- Consolidate and verify interim and final financial reports for institutional and private donors;
- Ensure compliance and eligibility of expenditure with the requirements of institutional and private donors by implementing the necessary control processes;
- Ensure the financial and administrative closure of projects and, where applicable, support ex-post audits of donors and field offices.
Strengthening financial collaboration with Country Offices (CO’s):
- Contribute to the financial monitoring of projects in support of the country offices (CO) of the areas of intervention and according to the procedures of Plan International and donors (institutional and private), under the supervision of the head of the division;
- Provide technical expertise to country offices: Support and train field partners in the implementation of compliance requirements specific to French and European donors
- Coordinate the preparation of project audits in its reference area, under the supervision of the division manager
- Ensure follow-up on recommendations from internal and external project audits;
- Carry out financial support and compliance missions during trips to Country Offices. (1 per quarter on average).
Strengthening the capacities of the Finance Compliance Unit and the Operations Department:
- Implement existing financial monitoring tools and be proactive in adapting them if necessary;
- Update project management tools:
- Ensure the archiving and management of paper documents and on the server;
- Support the division manager in training the program team in compliance and financial rules on their programs and on new contractual arrangements.
The profile we are looking for
You have higher education such as Bac +3 in management, finance, international relations audit or development. You ideally have two years of experience in a similar position. Attractions for international solidarity and desirable humanitarian issues.
SKILLS :
- Very good command of Excel;
- Fluent written and spoken English and French (B2);
- Analytical and synthesis skills and writing skills;
- Risk analysis for compliance and eligibility of expenses
- Financial management, internal control;
- Solid foundations in analytical accounting and management control;
- You are voluntary, autonomous and organized and know how to demonstrate diplomacy;
- Good team spirit.

Travel to countries of intervention (4 per year depending on need and health conditions);
