Finance, Compliance and Risk Manager – Syria
Location: Damascus, Syria
Contract: 12 months, fixed term contract, renewable
Salary: £39,139 per annum + £1,865.92 monthly allowance ofSyria
Could you lead and manage all finance, compliance, and risk aspects of the support provided by the British Red Cross (BRC) to the Syrian Arabic Red Crescent (SARC) in Damascus?
About the Role
The Finance, Compliance and Risk Manager will be responsible for managing the financial systems, processes and procedures relating to the running of the BRC SyriaCountry Office. As well as ensure compliance with BRC finance policies and procedures, guaranteeing controls are robust but flexible enough to meet the requirements of programmes and context.
The Finance, Compliance and Risk Manager will be responsible for supporting SARC in the development of annual programme budgets, and BRC’s contribution to them. Including timely risk management of the Country Office reporting to the Country Manager.
The position will support in identifying and advising improvements in partner National Society systems, processes, and procedures to support eligibility for direct implementation of institutional funding opportunities.
The Finance, Compliance and Risk Manager will be entrusted to:
- Ensure that country office follows all relevant BRC financial policies and procedures, as well as Syrian legislative requirements and generally accepted accounting principles (GAAP) and has an up-to-date office finance handbook.
- Guarantee that all projects in country are correctly budgeted and forecasted in conjunction with the Country Manager, Programme Manager, and International Finance.
- Make certain that the country offices approach to planning, budgeting, and forecasting meets all International Division requirements in collaboration with the International Finance Business Partner.
- Provide technical advice on financial management and support to partner national society finance staff working on BRC projects in country.
- Develop good working relationships with counterparts in other Red Cross/Red Crescent partners and the International Federation of the Red Cross (IFRC) and have a co-ordinated approach to providing strategic guidance and support toSARC for improving financial accountability systems.
- In coordination with partners, internal financial and programmatic colleagues; support and guide the submission of programme and funding reports and budgets that provide accurate and proportionate reporting in line with shared commitments under the Grand Bargain, enabling back donors to see clear reporting of delivery against programme activities and financial expenditure.
- Forecast developing or evolving risks and recommend mitigation measures in collaboration with the Country Manager.
What we are looking for
You will have strong knowledge of grant management controls and processes within complex organisations and funding environments and disaster management context, and excellent knowledge and understanding of the international humanitarian system.
You will have proven experience with project management skills with a particular focus on coordination, organisation, and planning; including analysis, decision-making and problem-solving, using innovation and creative thinking, and being accountable for decisions.
You will be experienced in developing, managing, and monitoring multiple budgets from numerous back donors; managing multiple and sometimes competing donor interests and demands and have a strong international experience, especially within an emergency response context to natural disasters and complex emergencies, as well as within a recovery operation.
You will have influencing, negotiation, good mentoring, and capacity development and excellent English written and verbal communication skills.
You will able and willing to travel internally within Syria and to operate in a physically demanding working environment and/or potentially at short notice (a minimum of 48 hours), working out of office hours when necessary.
It’d be useful if you have knowledge and experience working within the Red Cross/Crescent Movement, familiarity with MS Office Suite, and good command of Arabic language.
