Regional Logistics Adviser Latin America At Norwegian Refugee Council

What we are looking for

The Norwegian Refugee Council (NRC) is looking for an experienced, dynamic, and highly strategical individual to take up the role of Regional Logistic Adviser for Latin America who will be responsible to strengthen logistics services across the region and to support Country Offices (COs) in alignment and implementation of logistics practices in accordance with NRC policies and procedures. The Regional Logistic Adviser works closely with COs Logistic Managers and teams to build their capacity, guide on best practices and spread head exchange of experience within the region in addition to performing control services to ensure quality and compliance to NRC and donor regulations.

What you will do

  1. Lead the regional high value tender committee for the review of all high value contracts in the region.
  2. Lead all procurement including consultancies at Regional Office
  3. Provide coherent and coordinated feedback and overview to CO management teams and regional office senior management regarding the needs and challenges of logistics within the region and through the regular reviews of logistics key performance indicators (KPIs) in COs and advice on improving overall performance.
  4. Develop and deliver training and capacity building programs for the country offices based on the identified areas of improvement or roll out of new practices or initiatives.
  5. Facilitate and promote the sharing of best practices and positive deviance behaviors identified in successful country operations with country operations that need support, with the objective of increasing capacity and supply chain efficiency.
  6. Work with the Country Office senior support staff and Regional HR, to help map and identify human resource gaps and minimum support standards in Logistics across the region. Promote and facilitate cross-country deployments based on identified needs.

What you will bring

  • Minimum 3 years of experience from working as a senior Logistics Manager/adviser in a humanitarian/recovery context, preferably in a regional setting.
  • Experience of working in complex and volatile contexts.
  • Experience of data collection, analysis and report writing.
  • Knowledge of market analysis tools and approaches.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English and Spanish, both written and verbal.
  • Valid driver’s license.
  • Experience with start-up operation is a plus
  • Knowledge of languages in the region
  • Knowledge of the context in the countries supported by the region is an asset

What we offer

  • Duty station: Colombia, Ecuador, Panamá, El Salvador. Honduras, Guatemala, México
  • Contract: national, 24 months, extendable
  • Travel: up to 30%

The Latin American (LA) region faces multiple complex emergencies, including the internal and regional impact of the crisis in Venezuela, the humanitarian consequences of the armed conflict in Colombia, and the pervasive high levels of generalised violence in the North of Central America and in Mexico. These conditions produce some of the highest forced displacement numbers in the world. According to UNHCR, there are over 15 million displacement-affected people, including some 7,4 million Internally Displaced Persons (IDPs) across NRC country programme coverage in Latin America. The LA region also witnesses record numbers of transcontinental population movements generating significant protection risks as people are obliged to cross borders often through routes where conditions are dramatic. Restrictive asylum and migration policies also create flows of deportees and returnees, who struggle to re-integrate in their communities and often face violence, retaliation, discrimination and exclusion. Those phenomena are accelerating across the region.

NRC has been operating in Latin America in a total of 8 countries: Venezuela, Colombia, Ecuador, Panama, Honduras, El Salvador, Guatemala and Mexico with an overall regional budget of approximately 60 million USD and 1,100 dedicated colleagues across the continent. Given the increasing number of displaced people in need of humanitarian assistance in the region, NRC decided to establish a Regional Office in Latin America from early 2024 to oversee the country programmes in the region, and provides strategic guidance and oversight across core programme, advocacy and support functions.
