Human Resources and Administration Officer, Climate Adaptation Program At Counterpart International

For this purpose, and to comply with all administrative, operational and human resources requirements, Counterpart seeks to hire a Human Resources and Administration Officer under the supervision of the director of Finance and Project Administration in all the tasks described below. continuation. This position will be based in Santiago and/or Santo Domingo, Dominican Republic.

Responsibilities

Human Resources:

  • Coordinate all project human resources processes, including recruiting, hiring, staff onboarding, performance reviews, and disciplinary actions in compliance with USAID rules and regulations, Counterpart policies, and local labor laws.
  • Facilitate the recruiting and hiring process by advertising vacancies, pre-screening resumes, scheduling and observing interviews, collecting required documents, and verifying professional references and salary history; coordinate and supervise the preparation of employment agreements for staff.
  • Manage employee onboarding processes, ensuring that all new employees receive all required documentation upon hire.
  • Coordinate the process of annual performance evaluations of project personnel with all supervisors; manage all contractual and compensatory changes for staff.
  • Mitigate and resolve conflicts and human resources issues, seeking assistance and guidance from the Project Director and the Director of Finance and Administration and the central office as necessary.
  • Coordinate the payroll, settlement of social benefits and income withholdings for project personnel with the project’s external payroll provider.
  • Maintain annual, sick, and holiday leave records for all project staff and provide updates on leave balances to staff as required.
  • Maintain a complete organizational chart for the project, regularly updating and distributing it to staff within the project.
  • Coordinate with the Director of Finance and Administration and the central office to periodically update the local salary scale.
  • Prepare periodic reports required by the central office on personnel in the offices in the Dominican Republic.

Administrative:

  • Supervise contracting and maintain relationships with suppliers that provide administrative and/or operational support to the project, including insurance companies, hotels, connectivity, telecommunications, etc.
  • Follow the maintenance and acquisition of all computer equipment, furniture and office supplies.
  • Supervise and support the use and maintenance of project vehicles.
  • Maintain a contract and payment monitoring system under your supervision to ensure compliance.
  • Organize all files according to central office policies.
  • Other duties as assigned.

Qualifications

  • Graduated professional in Business Administration, Economics, International Relations or other social sciences, preferably with a master’s degree.
  • Minimum experience of five (5) years performing operational and/or administrative tasks in private institutions or cooperation agencies.
  • Demonstrated experience in administration or human resources management.
  • Knowledge of the regulations and standards of international cooperation projects and the labor laws of the Dominican Republic.
  • Complete command of the Spanish and English language at an intermediate level.
  • Skills in using Microsoft Office, particularly in the use of Word, Excel and PowerPoint.
  • Teamwork skills.
  • Organized with good interpersonal relationships and accustomed to working under pressure.
  • Work experience in similar positions in international or cooperation organizations, preferred.
