Middle East Support Officer At Lebanese Center for Human Rights

EuroMed Rights is looking to recruit a Support Officer for the Middle East Unit. The position would be a one-year contract starting in Mid April2024 and based at the Beirut office of the Lebanese Center for Human Rights, a member of the Euromed Rights network.

About EuroMed Rights

EuroMed Rights was founded in January 1997 in response to the Barcelona Declaration of November 1995 and the establishment of the Euro-Mediterranean Partnership (EMP). It is the coordinating body of about 68 human rights organisations and institutions as well as individuals from over 30 countries. EuroMed Rights’ organisational structure is built on a general assembly, an executive committee, working groups and a secretariat.

Rooted in civil society the Network seeks to develop and strengthen partnerships between NGOs in the EuroMed region, i.e. networking aimed at strengthening the capacity of members to act and interact within the context of the region and the Barcelona process and other EU-Arab cooperation frameworks.

Description of Tasks

The Support Officer will contribute to the implementation of EuroMed Rights’ country programs in the Middle East, with a current focus on Egypt and Turkey under the supervision of the Head of Middle East Unit. The goal is to expand these programs to encompass various countries, including Lebanon. This effort is directed towards advancing the organization’s overarching strategy and objectives. The Support Officer will work closely with the other support officers on the team, program coordinators, and relevant departments to ensure effective implementation.

Coordination and Logistics:

  • Assist with organizing activities for Middle East country programs, including meetings, workshops, advocacy missions, and trainings.
  • Handle logistical tasks such as sending invitations, scheduling meetings, and preparing reports.
  • Support flight and hotel bookings and liaise with the Finance Department for accounting purposes.
  • Provide assistance in office logistics procurement.
  • Help in organizing program activities in designated regions.
  • Join in events and activities organized by partner organizations, as needed.
  • Attend various meetings, take notes, and assist in drafting meeting reports.

Grants and Finance:

  • Support research and identification of funding opportunities in the Middle East region.
  • Assist in monitoring donor trends and requirements in the region.
  • Help in preparing project proposals and narrative reports for donors.
  • Aid in preparing payment requests and relevant documents for the Finance Department.
  • Support EuroMed Rights’ learning and evaluation system.

Networking and Solidarity:

  • Assist in maintaining contact with EuroMed Rights’ members and NGOs working on human rights issues in the Middle East.
  • Support initiatives to aid human rights defenders at risk, including their relocation to safe places.
  • Help in maintaining and promoting EuroMed Rights presence in Lebanon.
  • Assist in representing EuroMed Rights at UN working groups, NGO clusters, and other occasions, as needed.

Communication and Advocacy:

  • Support the development, review, and implementation of the program’s communication and advocacy strategies.
  • Provide regular updates to the EuroMed communications team.
  • Assist in ensuring consistency in the program’s visual identity and support communication coordination between consortium organizations.
  • Monitor and report on policy and legislative initiatives related to the project’s thematic areas.
  • Assist in identifying opportunities for advocacy missions.

Reporting:

  • Support in compiling and drafting reports for donors.
  • Support internal reporting processes.
  • Assist oversee the project’s monitoring and evaluation process, including data collection for indicators in line with the logical framework.

Essential Qualifications:

  • Educational Background: A bachelor’s degree in international relations, law, human rights, development studies, or a related field.
  • Work Experience: Minimum 3 years of experience in NGOs, with a focus on human rights.
  • Event Support: Proven experience in organizing and supporting events, workshops, and advocacy missions.
  • Language Proficiency: Excellent command of written and spoken English and Arabic.
  • Reporting Skills: Experience in reporting, with familiarity in Monitoring & Evaluation (M&E) processes.

Desirable Qualifications:

  • Grant and Financial Experience: Familiarity with the grant application process and financial procedures.
  • Regional Knowledge: Understanding of the socio-political landscape in the Middle East.
  • Additional Language Skills: Practical knowledge of French.
  • EU Institutions Knowledge: Awareness of the functioning of EU institutions and EU foreign policy, especially concerning its Southern Neighborhood.
  • Media Relations: Experience in the Euro-Mediterranean media landscape and building press relations.
