WHO ARE WE ?

Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and the rest of the world. We want universal health coverage where everyone has access to care, without obstacles.

In Belgium and around the world, our projects are aimed at all people who have no or no longer access to health care. In particular, they are structured into five axes: people on the margins of society, children in vulnerable situations, women, migrants or displaced people and victims of crises or conflicts.

CONTEXT

Médecins du Monde has been operating in Tunisia since 2013 and aims to provide access to inclusive, quality healthcare to all people in vulnerable situations; with individuals aware of their rights, strengthened communities and institutions with healthy governance and operational accountability mechanisms.

THE ESSENTIAL

The Regional Grant Manager is responsible for supporting the regional director on the fund mobilization aspect, grant management and institutional partnerships on the Tunisia & Morocco missions.

TASKS AND RESPONSIBILITIES

Strategic direction

  • Participate in the development of the region’s financing strategy
  • Develop the annual action plan based on the identification of funding opportunities in the region
  • Guarantee the quality of project submission files to donors on time

Responsible for institutional financing

  • Ensure communication with all institutional donors orally, in writing, through platforms dedicated to communication with NGOs in order to guarantee fluid and effective communication.
  • Provide support/accompaniment to colleagues involved in the management of institutional funding and partner relations.
  • Act as mission focal point for queries related to project proposals and reports
  • Guarantee the electronic conservation (archiving) of all contractual documents and all communication with institutional donors. Streamline the distribution of these documents to colleagues in the Program department.
  • Coordinate donor field visits
  • Represent MdM during meetings with different stakeholders (donors, authorities, partners), at the request of the regional director.

Coordination of the writing of project proposals

  • Coordinate the preparation of project and program proposals to institutional donors & ensure the eligibility of project submissions.
  • Contribute, through research, to fueling the project proposal
  • Launch the project drafting process internally by providing the institutional, budgetary and temporal framework, after request and information from the general coordinator
  • Coordinate the writing by the various specialists/contributors on the mission and at headquarters and guarantee the quality of the documents.
  • Work closely with the program, logistics, HR and finance departments, to ensure consistency between the different components of the proposals – i.e. the logical framework, the budget, the logistical annexes, the narrative and others;
  • Be responsible for submitting grant applications by the means indicated by the donor.

Head of Institutional Reporting

  • Disseminate the retroplans and the forms and formats to be completed to the various departments and ensure that these are finalized on time;
  • Update the mission donor canvas and the dedicated part in the SITREP
  • Coordinate writing by different specialists/colleagues on the mission and at headquarters
  • Compile inputs and contributions and ensure the quality of documents

Guarantor of knowledge of the rules of institutional donors

  • Ensure mastery of donor rules, their updates and ensure that the sources of information relating to this knowledge/information are updated.
  • Disseminate information on rules, updates and sources of information to colleagues in the Tunisia mission
  • Organize information sessions and training on landlord rules
  • Give advice on the concrete application of its rules in the mission
  • Maintain a fluid functional link with the partnerships manager at MdM BE headquarters to obtain and give advice regarding rules, updates, interpretations and application.
  • Support the preparation of programming documents, particularly on the mapping aspect of humanitarian actors and donors present in the country (country institutional strategy, action plan, etc.)

Responsible for fundraising

  • Carry out an update of the mapping of the different health actors (donors, institutions and civil society) and their strategic priorities in the short, medium and long term.
  • Identify consortium opportunities
  • Ensure monitoring of possible calls for proposals concerning the priority themes of MdM-BE in Tunisia

Contributor to the management of operational partnerships

  • Focal point for meeting requests and solicitations from civil society partners (organization of meetings, representation of the MdM mission to the partner)
  • Monitoring and implementation of partnerships transversally
  • Maintaining synergy of partnerships on the mission.
  • Solicitation of civil society partners during field missions on the bases and coordination with base managers for planning visits/meetings.
  • Support for monitoring CSOs and consortium partners (training in INTERNAL reporting, support for the creation of tools and sharing of templates, support for project monitoring with the MEAL dept)
  • Monitoring of partnership agreements with operational partners

Donor compliance

  • Support the Morocco & Tunisia mission team on contractual issues liaise with headquarters/partners: contractual process with partners and questions on donor rules, in agreement with the compliance and risk manager at headquarters and other headquarters contacts (if applicable).

YOUR PROFILE

Studies/training and Experience

  • Higher education (BAC+5 international cooperation, humanitarian, international relations, project management, political & social sciences)
  • 2 years of professional experience in a similar position in an NGO or other non-profit organization.
  • Experience in managing donors such as (non-exhaustive list): Dg ECHO, DG INTPA, UN, SIDA, AICS, AECID, AFD, DGD, ENABEL, LUXDEV, AMC, GAK, USAIS, BHA, BPRM etc…)
  • Experience in managing collective processes for writing project proposals and donor reports
  • Experience in writing project proposals and reports for submission to institutional donors
  • Experience in monitoring teams on the “compliance” aspect with institutional fund donors. At least DUE or ECHO
  • Experience in managing partnerships with local associations
  • Experience in technical training on the project cycle and writing new projects
  • Excellent writing skills in English and French

WE OFFER

  • Fixed-term contract (CDD) 9 months until 12/31/2024 in single posting;
  • Salary conditions:
    • Expatriate status: gross salary of €3,473.92 for 2 years of experience; a gross salary of €3,579.18 for 5 years of experience; a gross salary of €3,761.76 for 10 years of experience. Per diem 512 Euro. Depending on your tax residence, a withholding tax may be deducted.
    • National Status: Fixed-term contract under Tunisian law, salary conditions according to the salary scale and conditions offered locally.
  • Mission location: Tunisia/Morocco (other countries in the region may be added in the future)
  • Taking position: ASAP.
