The position is located in the Operations and Advocacy Division (OAD), Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
This temporary job opening is being advertised for the position of Administrative Officer based in Sanaa, Yemen. The incumbent reports to the Head of Office, OCHA Yemen.
Responsibilities
Within delegated authority, the Administrative Officer will be responsible for the following duties:
Human Resource Management
• Initiates and coordinates actions covering the entire span of human resource activities, e.g. recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff members, training, etc., ensuring consistency in the application of UN rules and procedures.
• Provides expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
• Represents the Department/Unit at Departmental Panels and appointment bodies.
• Reviews post incumbency reports for purposes of vacancy management and staffing table control.
• Leads, oversees and coordinates the preparation and implementation of the work program and budget to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources.
• With Head of Office, elaborate staff development plans and identify training courses and other career development activities.
• Develop and manage orientation / induction programs for newly recruited staff members.
I. BUDGET AND FINANCE:
• Serve as a Senior Administrative Officer for OCHA Country Office, including providing guidance on administrative structure, internal control systems, implementation of the UN Financial Rules, Regulations and Guidelines, use of official forms, protocols, etc.
• Manage and advise the Head of Office on the cost planning process, including cost estimates, redeployment of funds as appropriate, staffing plans and justification of expenditures.
• Monitor OCHA Country Office expenditures against approved cost plans, ensuring regular verification and reconciliation of charges made by UNDP or other local service providers on behalf of OCHA.
• Monitor and follow up on outstanding UN entities reports for grants and allocations provided to third parties.
• Ensure reporting on financial and administrative issues including for headquarters and donors.
• Assess and analyse needs for contributions from Donors, develop procurement plans and supervise purchases in coordination with UNDP or other local service providers, and OCHA Administrative Office.
• Provide information needed to respond to audit observations / findings.
• Provide administrative support and guidance to OCHA Country Offices in the region.
II. GENERAL ADMINISTRATION:
• Implements and monitors support services, including procurement of supplies and services, transport, travel and traffic, communications, engineering and information technology support and provision of local utilities and service requirements.
• Supervises a staff team and/or provide advice to others on human resource administration, financial administration and management information issues and practices to colleagues.
• Produces major/complex reports for management.
• Provides expert guidance and leadership to more junior staff.
• Performs other related duties as required, e.g, reviews of OCHA offices and departments at headquarters/missions, operational travel programme, adequacy of departmental space requirements, and technology requirements.
• Manage and monitor the administrative unit of OCHA Country Office, through ensuring individual and unit work objectives and plans are met as well as providing, on a regular basis, solid support and guidance to administrative staff on the ground.
• Conduct and negotiate administrative agreements such as cost sharing arrangements, service provision, etc. with third parties, in particular, UNDP (OCHA’s main service provider for field-based activities).
• Oversee recruitment of national staff, including vacancy management and staff selection process.
• Participate in interview panels for recruitment of administrative personnel (both international and national).
• With Head of Office, elaborate staff development plans and identify training courses and other career development activities.
• Develop and manage orientation / induction programs for newly recruited staff members.
• Oversee and monitor logistical arrangements for OCHA regional / field offices, assets management, procurement, mission travels, workshops, conferences and seminars.
• Represent OCHA Country Office at inter-agency administrative meetings / forums / seminars.
• Ensure that the office premises are well maintained and provided with common services.
• Oversee the identification of office technology needs and maintenance of equipment, software and systems.
• Provide sound administrative support to sub-offices as required.
• Perform other duties and/or assignments as required.
Competencies

Education
An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, or related field is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven (7) years of progressively responsible experience in administration, finance, human resources management, or related area is required.
A minimum of two (2) years of international experience in administration in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is required.
Experience within the UN Common System or other comparable international organizations is required.
Experience in management and the formulation of budgets for field operations is desirable.
Experience with Enterprise Resource Planning (ERP) systems or PeopleSoft platforms, such as UMOJA or equivalent, is desirable.
Languages
French and English are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge in Arabic language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
Special Notice
This position is funded until 30 September 2024 and may be subject to extension. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment”.
A current staff member who holds a fixed-term, permanent, or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position.

In its resolution 66/234, the General Assembly further “…stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed one year, effective 1 January 2013…”. Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed term, continuing or permanent appointment, a former staff member will be ineligible for re-employment based on a temporary appointment for 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for three months following the separation. This equally applies, mutatis mutandis, concerning a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as “retirement.” Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.
Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1.
A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed in a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed in positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
Staff members of the United Nations Common System organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
Staff members are not eligible to apply for the current temporary job opening if they are unable to serve the specified duration of temporary need before reaching the mandatory age of separation.
