Assignment :

Under the supervision of the Operational HR Deputy Director and the SAME Technical Referent, you will be responsible for ensuring that the implementation of the program aligns with the design of the graduation approach while leading the integration of social dimensions of food security and community resilience in all project activities.
More specifically, your role will be to:
Lead the phased approach to the Activity, ensuring that the project remains true to the design and stated objectives while sequencing and layering interventions appropriately.
Ensure that the social dimensions of food security and resilience are integrated into all project activities.
Lead the integration of social inclusion principles, including gender, age and disability, in the targeting of beneficiaries and the design of all activities.
Ensure that all components of the scaling approach work together to create multiplier effects between and within components.
Ensure that the overall quality of technical implementation remains consistent and high quality across all subrecipients and implementation locations within the award.
Support joint planning with USAID/BHA, other USAID programs in Madagascar, relevant donor activities, host government initiatives and private sector actors.
You will report to the Team Manager and work in collaboration with the Monitoring and Evaluation Manager, the Strategic Learning Advisor and the Resilience and Livelihoods Technical Advisor for the collection, analysis and use of information to inform program design and implementation.

Profile:

You hold a Master’s degree with 5 years of experience in the design and implementation of the graduation approach.
You have experience working on a large USAID grant, ideally with prior RFSA experience.
You have an in-depth understanding of local social protection systems and adaptive and productive safety nets, as well as how gender, age and other relevant socio-cultural factors may play a role in targeting participants in the Malagasy context.
You are able to lead the collection, analysis and use of information from a wide range of sources in collaboration with the Monitoring and Evaluation Manager, the Strategic Learning Advisor and the Technical Advisor on Resilience and Livelihoods.
You have excellent command of French and English, both spoken and written.

Conditions of employment
Fixed-term contract of 24 months with the possibility of extending the contract according to French law or Malagasy law. (Funding pending).
Competitive compensation and benefits based on status and experience (pending US package).

For an international candidate:
Fixed-term contract under French law: 24 months
Gross monthly salary: from 2130 to 2475 euros depending on experience
Per diem and monthly living expenses: 536 euros net, paid in the field
Context allowance monthly: 150euros
Child allowance: 1500euros per year and per child present in the country of origin (ceiling of 6000euros/year)
Transport and accommodation: Coverage for travel and collective accommodation
Medical Coverage: 100% of coverage of contributions health (CFE + complementary health) and repatriation insurance
Leave and RnR: 25 days per year of CP and 20 RnR per year; payment of the ticket with ceiling to go to the chosen break zone, and 215 euros of fixed compensation per RnR
