Mission :

Under the supervision of the Operational HR Deputy Director and the SAME Technical Representative, you will be responsible for directing the Activity’s resource transfer activities, including cash and basic products, ensuring monitoring, appropriate management and distribution of all resources.
More specifically, your role will be to:
Direct the activity’s resource transfer activities.
Lead coordination with the cash working group and programming of cash management adapted to the Malagasy government’s shocks.
Collaborate with the Commodities Manager to conduct market assessments to understand how cash injections may affect market prices and food availability.
Demonstrate the ability to network and engage with stakeholders necessary to manage money transfers in accordance with Malagasy government policy and the BHA “Do No Harm” principles.
You will work closely with the Commodities Manager, and report to the Team Lead.

Profile :

You have a Master’s degree with 5 years of experience in cash transfers in similar international humanitarian and development contexts.
You have experience working in Madagascar, ideally in selecting cash transfer modalities and updating them according to changing market conditions in the rural context of Madagascar.
You have previous experience working within cash transfer coordination mechanisms, and have successfully managed cash transfers, including identifying delivery mechanisms, frequency, duration and monitoring post-distribution of cash transfers to ensure participant accountability and reduce the risk of rent-seeking behavior.
You have excellent command of French and English, both spoken and written.

Terms of employment

Fixed-term contract of 24 months with the possibility of extending the contract according to French law or Malagasy law. (Funding pending).
Competitive compensation and benefits based on status and experience (pending US package).

Package for international candidates:
Fixed-term contract under French law: 24 months
Gross monthly salary: from 2130 to 2475 euros depending on experience
Retirement insurance reimbursement for non-French citizens: 16% of gross monthly salary
Increase of the base salary: 6% every 12 months of continuous contract
Per diem and monthly living expenses: 536 euros net, paid in the field
Monthly context allowance: 150 euros
Child allowance: 1,500 euros per year and per child present in the country of origin (ceiling of 6,000 euros/year)
Transport and accommodation: Coverage for travel and collective accommodation
Medical Coverage: 100% of coverage for health contributions (CFE + supplementary health insurance) and repatriation insurance
Leave and RnR: 25 days per year of CP and 20 RnR per year; payment of the ticket with ceiling to go to the chosen break zone, and 215 euros of fixed compensation per RnR
