In case of a trainee lawyer in Greece, there is the possibility of carrying out the traineeship with the lawyers of the organisation.

Organisational Context

The Human Rights Legal Project (HRLP) is a legal aid organisation based on Samos working to uphold the fundamental rights of displaced people at the borders of the European Union (EU) by providing legal assistance to affected communities, and by pursuing strategic legal action to hold authorities accountable to their national and international obligations.

HRLP was founded as a joint initiative of individual humanitarian workers in 2020, with the primary purpose of representing asylum-seekers and refugees who have suffered human rights violations in Greece, and along the border.

The work of HRLP is innovative and unique in the Greek context, in that the organisation is working to transform the policies and systems that create barriers for displaced people to seek asylum and receive due process.

Purpose of the Role

HRLP is a small organisation, challenging big power. We are politically and financially independent of any government, political ideology, economic interest or religion. We work with a small number of principled partners, and this fiscal independence allows us to continue our work with integrity and act in full accordance with our values.

As the organisation continues to expand and grow we are seeking to recruit a caseworker to support the two lawyers deployed to the field team.

The candidate for this role must be willing to relocate to Samos and to support the work of the lawyers. They must have extensive knowledge of the EU and Greek migration system, and most importantly, be passionate about human rights and justice. The working language within the field team and organisation is English.

Responsibilities

The candidate will work in Vathy town, Samos, to support the field team of lawyers as they respond to the legal needs and cases as they arise. Primary tasks will include, but are not limited to:

• Under the supervision of the Legal Coordinator, monitoring human rights violations against asylum-seekers and refugees residing in Zervou MPRIC and other locations on Samos. In particular, public authority violence and misconduct, false or unlawful detention, and medical negligence and denial of access to essential healthcare services, and denial of access to asylum procedures;
• Developing relationships with the refugee and asylum seeking communities, and contributing, maintaining secure administrative processes for recording and storing confidential data;
• In cooperation with the lawyer and the legal coordinator, managing the hotline of the organisation; arrange appointments, collect testimonies by conducting interviews with beneficiaries and follow up on cases by preparation of files, contact with the authorities, referrals to other actors;
• Delivering inter-organisational rights-based workshops to the refugee community;
• Maintaining the case management system to accurately reflect the project’s caseload;
• Maintaining a thorough knowledge of cases to ensure evidence requirements are met in a timely way, and individuals are aware of case progress;
• Working closely with other legal actors on the island to ensure close and effective cooperation and information exchange;
• Developing an understanding of the perspectives, capacities, needs and resources of the refugee and migrant community and providing input into programming.

Essential Qualifications and Experience

• The right to live and work, without restriction, in Greece.
• Relevant academic qualification (Honours Bachelor Level) in law, human rights law, migration law, political sciences, international and European studies or social work;
• Fluent English and Greek language skills;
• Initial professional experience working in a legal capacity, ideally in the area of human rights or migration law;
• Awareness of ethical guidelines for the humanitarian field, including GDPR and safeguarding best practices;
• Dedication to the pursuit of justice and due process in the field of migration;
• Ability and willingness to work in a dynamic and highly challenging environment, which may necessitate out-of-work hours.
• Ability to work in a team, adaptability and strong communication skills

Desirable Qualifications and Experience

• Ability to process large volumes of complex information, and condense it into concise summaries;
• Strong administrative and organisational skills, with the ability to work and manage caseload autonomously;
• Previous experience either working or volunteering in a humanitarian context;
• Trauma-informed training, especially focused within the legal field
• Proficiency in one other language (e.g. French, Farsi, Arabic);
• Similar experience in the Greek context.

Η Οργάνωση

Το Human Rights Legal Project (HRLP) είναι μία οργάνωση νομικής βοήθειας με έδρα τη Σάμο, η οποία εργάζεται για την προάσπιση των θεμελιωδών δικαιωμάτων των εκτοπισμένων στα σύνορα της Ευρωπαϊκής Ένωσης (ΕΕ), παρέχοντας νομική βοήθεια στις πληγείσες κοινότητες και επιδιώκοντας την ανάληψη στρατηγικής νομικής δράσης για την απόδοση ευθυνών στις αρμόδιες αρχές, σύμφωνα με τις εθνικές και διεθνείς υποχρεώσεις τους.

Το HRLP ιδρύθηκε ως κοινή πρωτοβουλία από επιμέρους εργαζόμενους σε ανθρωπιστικές οργανώσεις το 2020, με πρωταρχικό σκοπό την εκπροσώπηση αιτούντων άσυλο και προσφύγων που έχουν υποστεί παραβιάσεις των ανθρωπίνων δικαιωμάτων στην Ελλάδα και στα σύνορα.

Το έργο του HRLP είναι καινοτόμο και μοναδικό στο ελληνικό πλαίσιο, δεδομένου ότι η οργάνωση εργάζεται για τον μετασχηματισμό των πολιτικών και των συστημάτων που δημιουργούν εμπόδια για τους εκτοπισμένους ανθρώπους να ζητήσουν άσυλο και να απολαύσουν το δικαίωμά τους σε νομότυπη διαδικασία και δίκαιη δίκη.

Σκοπός του ρόλου

Το HRLP είναι μια μικρή οργάνωση που έρχεται αντιμέτωπη με ισχυρές δυνάμεις. Είμαστε πολιτικά και οικονομικά ανεξάρτητοι από οποιαδήποτε κυβέρνηση, πολιτική ιδεολογία, οικονομικό συμφέρον ή θρησκεία. Συνεργαζόμαστε με έναν μικρό αριθμό συνεργατών με αρχές και αυτή η δημοσιονομική ανεξαρτησία μας επιτρέπει να συνεχίσουμε το έργο μας με ακεραιότητα και να ενεργούμε σε πλήρη συμφωνία με τις αξίες μας.

Καθώς η οργάνωση συνεχίζει να επεκτείνεται και να αναπτύσσεται, ζητάμε να προσλάβουμε έναν χειριστή υποθέσεων για να υποστηρίξει τους δύο δικηγόρους που βρίσκονται στην ομάδα πεδίου.

O/η υποψήφιος/α για τον ρόλο αυτό πρέπει να είναι πρόθυμος/η να μετακομίσει στη Σάμο και να υποστηρίξει το έργο των δικηγόρων. Πρέπει να έχει εκτεταμένες γνώσεις σχετικά με το μεταναστευτικό σύστημα της ΕΕ και της Ελλάδας και, κυρίως, να είναι παθιασμένος με τα ανθρώπινα δικαιώματα και τη δικαιοσύνη. Η γλώσσα εργασίας της ομάδας πεδίου και της οργάνωσης είναι η αγγλική.

Αρμοδιότητες

O/Η υποψήφιος/α θα εργαστεί στην πόλη Βαθύ της Σάμου, για να υποστηρίξει την ομάδα δικηγόρων στο πεδίο, καθώς ανταποκρίνονται στις εκάστοτε νομικές ανάγκες και υποθέσεις που προκύπτουν. Τα κύρια καθήκοντα θα περιλαμβάνουν, μεταξύ άλλων, τα εξής:

• Υπό την καθοδήγηση της/του Νομικής/ού Συντονίστριας/ή, παρακολούθηση των παραβιάσεων των ανθρωπίνων δικαιωμάτων των αιτούντων άσυλο και των προσφύγων που διαμένουν στην ΚΕΔ Ζερβού και σε άλλες τοποθεσίες της Σάμου. Ειδικότερα, περιστατικά βίας και παραβάσεων από δημόσιες αρχές, λανθασμένες ή παράνομες φυλακίσεις, καθώς και περιστατικά ιατρικής αμέλειας και άρνησης πρόσβασης σε βασικές υπηρεσίες υγειονομικής περίθαλψης, καθώς και άρνηση πρόσβασης σε διαδικασίες ασύλου,
• Ανάπτυξη σχέσεων με τις κοινότητες των προσφύγων και των αιτούντων άσυλο και συμβολή, διατήρηση ασφαλών διοικητικών διαδικασιών για την καταγραφή και αποθήκευση εμπιστευτικών δεδομένων,
• Σε συνεργασία με τη/το δικηγόρο και τη/το νομική/ό συντονίστρια/ή, χειρισμός της τηλεφωνικής γραμμής της οργάνωσης- διευθέτηση ραντεβού, συλλογή καταθέσεων με τη διεξαγωγή συνεντεύξεων με τους ωφελούμενους και παρακολούθηση των υποθέσεων με τη προετοιμασία φακέλων, επικοινωνία με τις αρχές, παραπομπές σε άλλους φορείς.
• Διεξαγωγή δια-οργανωτικών εργαστηρίων για τα δικαιώματα στην κοινότητα των προσφύγων,
• Διατήρηση του συστήματος διαχείρισης υποθέσεων ώστε να αντικατοπτρίζει με ακρίβεια το φόρτο εργασίας του προγράμματος.
• Διατήρηση ενδελεχούς γνώσης των υποθέσεων, ώστε να διασφαλίζεται ότι οι απαιτήσεις αποδεικτικών στοιχείων πληρούνται εγκαίρως και ότι τα άτομα είναι ενήμερα για την πρόοδο των υποθέσεων,
• Στενή συνεργασία με άλλους νομικούς φορείς στο νησί για τη διασφάλιση στενής και αποτελεσματικής συνεργασίας και ανταλλαγής πληροφοριών,
• Κατανόηση των προοπτικών, των δυνατοτήτων, των αναγκών και των πόρων της κοινότητας των προσφύγων και των μεταναστών και παροχή συμβολής στην υποστήριξη του προγράμματος.

Απαραίτητα Προσόντα και Εμπειρία

• Δικαίωμα διαμονής και εργασίας, χωρίς περιορισμούς, στην Ελλάδα.
• Συναφής ακαδημαϊκός τίτλος σπουδών (επιπέδου Bachelor Honours) στη νομική επιστήμη, στο δίκαιο των ανθρωπίνων δικαιωμάτων, στο μεταναστευτικό δίκαιο, στις πολιτικές επιστήμες, στις διεθνείς και ευρωπαϊκές σπουδές ή στην κοινωνική εργασία,
• Άριστη γνώση της αγγλικής γλώσσας και της ελληνικής γλώσσας
• Προϋπηρεσία στο νομικό χώρο, κατά προτίμηση στον τομέα των ανθρωπίνων δικαιωμάτων ή του μεταναστευτικού δικαίου,
• Παρόμοια εμπειρία στην Ελλάδα,
• Επίγνωση των δεοντολογικών κατευθυντήριων γραμμών για τον ανθρωπιστικό τομέα, συμπεριλαμβανομένου του Γενικού Κανονισμού Προστασίας Δεδομένων και των βέλτιστων πρακτικών προστασίας,
• Αφοσίωση στην επιδίωξη της δικαιοσύνης και της προσήκουσας διαδικασίας στον τομέα της μετανάστευσης,
• Ικανότητα και προθυμία εργασίας σε ένα δυναμικό και ιδιαίτερα απαιτητικό περιβάλλον, το οποίο ενδέχεται να απαιτεί ώρες εκτός εργασίας,
• Ικανότητα ομαδικής εργασίας, προσαρμοστικότητα και ισχυρές επικοινωνιακές δεξιότητες.
