An exciting opportunity to head up the Global Emergency Support Functions for a leading international NGO.
What we are looking for
The Norwegian Refugee Council (NRC) is seeking a highly qualified, experienced, and dynamic Global Lead – Emergency Support Functions.
This position sits within NRC’s Emergency Response Section (ERS) which leads the organization’s overall capacity to respond to new and emerging humanitarian crises, including through active monitoring, innovation and system development, crisis activation and emergency deployments.
The Global Lead – Emergency Support Functions provides support, guidance and advice to ERS staff, country, and regional offices on emergency response and start-up processes and practices within the Support function. This position will also help to strengthen CO and RO support function capabilities during emergencies by providing training and leading on global initiatives
This position is part of the ERS Head Office team and will travel up to 30% of their time to emergency responses or start-ups to support, advise and guide County and Regional Offices.
What you will do
- Line management and performance development of Global Roving support staff.
- Provide expert technical support, guidance and capacity building to ERS Global Roving and ERTs, COs and ROs related to support functions in emergency response.
- Lead on the strategic development of support functions in emergency response and start-ups, in line with global objectives and initiatives.
- Support CO/ROs to ensure best practice within support functions in emergency response.
- Act as a link between Organizational Development HO and the ERS, to ensure information sharing and coordination
- Support or drive innovation of support functions to improve how NRC responds to emergencies.
- Develop and lead roll out of training modules on emergency response related to support functions
- Deploy to large-scale crises in an advisory and support capacity; or as a HoS if a critical need exists.

What you will bring
- Minimum 5 years of experience in senior positions managing support functions (HR, Finance, Logistics, Admin), in a humanitarian/recovery context
- Previous experience working in an emergency response
- Strong in-country experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Allocation of resources and costs expertise
- Knowledge about own leadership skills/profile
- Strong skills in leadership and team management
- Fluency in English, mandatory. French, Spanish or Arabic language skills are desirable.
What we offer
- Duty station: Oslo, Norway (Hybrid work model) or other location in a similar time zone could be considered.
- Contract: Fixed term, 2 years
- Travel: Up to 30%
- Salary/benefits: Grade 10 on NRC’s Head Office salary scale, with accompanying terms and conditions.
