General context of the project

INTERSOS is a non-profit humanitarian organization whose role is to help people in danger, victims of natural disasters and armed conflicts. Created in 1992, its actions are based on the values ​​of solidarity, justice, human dignity, equal rights and opportunities for all as well as respect for diversity and coexistence, paying particular attention to the most vulnerable and those in need of protection INTERSOS intervenes in emergency and crisis situations to help individuals, families and communities whose lives are threatened by conflict, extreme poverty, natural disasters or caused by man. It does this by offering support during humanitarian emergencies, based on its operational capabilities and resources.

INTERSOS works in absolute compliance with the principles of the Universal Declaration and the European Convention on Human Rights. It makes no distinction or discrimination based on the race, gender, religion, nationality, ethnic or social origin of people who need help. INTERSOS always places the value and dignity of the human being at the heart of its activities. The humanitarian situation in the Far North and in the South-West and North-West regions of Cameroon remains quite worrying.

En effet, depuis 2014, la situation sécuritaire dans la région de l’extrême nord est restée instable et imprévisible compte tenu de la recrudescence des attaques de Boko Haram dans le Nord Est du Nigéria mais aussi dans les départements de Logone et Chari, Mayo-Tsanaga, Mayo-Sava et plus particulièrement dans la région du lac Tchad au Cameroun. Cette situation a occasionné à ce jour 321,886 PDI, 115,921 Réfugiés nigérians ayant besoin d’aide humanitaire. La crise dans régions du Nord-Ouest et du Sud-Ouest, a engendré près de 700 000 déplacés internes et 58 000 personnes ayant cherché refuge au Nigéria voisin. Les besoins des personnes déplacées internes concernent principalement les abris, les biens non-alimentaires, la santé, l’accès à l’eau potable et à l’assainissement, l’éducation, la sécurité alimentaire et la protection des civils. INTERSOS intervient dans toutes ces régions depuis le 2015 avec des activités de sécurité alimentaire, protection monitoring et de distribution des NFI et Shelter ainsi que vivres et apporte une assistance appropriée aux victimes des violations des droits

Objectif général de la position

Le/la Coordonnateur/trice Programme Pays sera chargé d’appuyer la mission dans l’élaboration, la mise en œuvre et le suivi du programme de pays conformément à la stratégie, aux plans et aux politiques de pays d’INTERSOS, et en coordination étroite avec le chef de mission. Le/la Coordinateur/trice du Programme Pays appuiera la mission dans le démarrage de nouvelles interventions humanitaires, l’identification et la conception de nouvelles propositions en coordination avec les référents techniques INTERSOS tout en assurant un engagement régulier avec les parties concernées locales et les principaux bailleurs de fonds au niveau de la mission.

Principales responsabilités et tâches

Responsabilités principales

  • Sous la supervision et la coordination du CdM, joue un rôle clé dans le développement et la définition de la stratégie pays de la mission
  • Sous la supervision du CdM, diriger l’élaboration de nouvelles notes conceptuelles et propositions de projet (conception de la justification du projet, du cadre logique, du narratif et du budget en coopération avec le département des finances) en collaboration avec les référents techniques
  • Superviser, coordonner et fournir un soutien de qualité aux Chefs de Projet INTERSOS dans le pays
  • En coordination avec les référents techniques INTERSOS, assurer une mise en œuvre de qualité du programme
  • Coordonner et superviser la soumission en temps opportun et de qualité des rapports aux donateurs avec le soutien du Directeur Régional Adjoint
  • Représentant INTERSOS dans les réunions pertinentes

Coordination

  • Mise en œuvre du projet, reporting et contrôle qualité
  • Oversee and maintain project work plans and associated financial plans with input from Project Managers and relevant team members, ensuring timely and quality implementation
  • In collaboration with the CdM, ensure the application of INTERSOS procedures and donor rules for reporting and implementation
  • With the support of the Country Finance Coordinator, supervise the management of budgets in accordance with donor and INTERSOS directives, ensuring budget and program revisions if necessary
  • Provide support and supervision to Project Managers through regular field visits, meetings with staff and line managers, oversee planning of activities and programs
  • Support the head of mission in the implementation and supervision of project MEAL plans
  • In coordination with the CoM, ensure that all reports are correctly written and submitted to donors on time

Human ressources

  • Supervise project managers, strengthen their capacities and ensure regular evaluation through the tools of the internal review process (IRP)
  • In accordance with INTERSOS policies and in collaboration with the Human Resources Department, support the CoM in the recruitment, training, supervision and evaluation of Project Managers, including the identification of capacity building gaps and the implementation of associated training sessions
  • In collaboration with the Head of Mission, ensure that PMs comply with INTERSOS rules and regulations and adhere to the values ​​of the INTERSOS Fundamental Charter and Code of Ethics
  • Strategy development and fundraising
  • Support the Head of Mission in the development, implementation and evaluation of the missions strategy and program, providing updated information, inputs and recommendations for new and ongoing interventions in the country.
  • In cooperation with the CoM, national staff and headquarters departments, contribute to the development of a country strategy for the mission, in line with the overall INTERSOS strategy
  • Lead the design and drafting of potential funding opportunities and new project proposals in coordination with technical advisors and the Deputy Regional Director. Monitoring, evaluation and supervision
  • Provide advice and support to Project Managers on work planning, budgets and expenditure
  • Under the supervision of the CdM, monitor the level of progress of each project
  • Support Project Managers in planning and monitoring the implementation of activities and the achievement of results
  • Ensure supervision and feedback on the monthly project evaluation tool (PAT), both at the technical and financial level
  • Ensure high-quality donor reporting standards through review of reports prepared by GPs.
  • Guarantee regular updating of the IMP section of projects

Representation, coordination and advocacy

  • In coordination with the CoM, establish and maintain collaborative relationships with donors, project stakeholders and other organizations working in the project areas
  • In collaboration with INTERSOS technical referents and the CdM, participate in meetings with program and financial managers of the donors concerned at central level or in the field.
  • Proactively participate in applicable coordination meetings at national and field level

Other objectives and duties:

  • At the request of the head of mission and according to the needs of the mission, for the effective implementation and quality of the strategy and programs

Profile required

Education

Advanced university degree in the humanitarian field (international relations, social studies, IHL, IHRL)

Professional experience

Minimum of 4 years of relevant work experience in a similar position (related to proposal writing) in a humanitarian context.

Professional requirements

Good knowledge of the international donor procedure, in particular UNHCR and (desirable)

Strong skills in training and capacity building, including using participatory techniques for training on different components of protection programs

Excellent analytical skills, report and proposal writing, and computer proficiency

A strong orientation to evidence-based programming, with skills in monitoring and evaluation and conducting evaluations is preferred

Flexibility, adaptability and high work capacity to ensure activities and management/coordination technical support provided in a timely manner to achieve project results

Ability to work independently while being a strong team player with proven supervisory skills

Previous experiences in Africa (desirable)

LANGUAGES

  • Fluent French required
  • A good command of English is required
