Non-Revenue Water Specialist for USAID Non-Revenue Water Management Project At Tetra Tech

The USAID-funded Non-Revenue Water Management project, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest from qualified candidates for Non-Revenue Water Specialist. This position will be located in the main office in Hebron.

The purpose of this activity is to improve Palestinians’ access to safe, reliable, sustainable, and climate resilient water services through: 1) the development and strengthening of the institutional capacity of the Hebron, Halhul, and Dura water utilities for sustainable, reliable, and climate-resilient water delivery service; 2) the implementation of strategic infrastructure works to support the objective of the activity; 3) the design and implementation of innovative solutions to expand the use of smart water management technologies for efficient, timely, and transparent water management; and 4) the design and implementation of innovative measures and public awareness campaigns to promote effective water governance at the utility and foster social behavioral change toward more efficient and responsible water use practices and trends. The NRW Specialist will report to the Engineering Advisor and will have the primary responsibility of implementing systems to measure, monitor, and reduce NRW in the targeted three utilities. This is a full-time position based in Hebron with frequent travel to Dura and Halhul.

Responsibilities:

* Develop and implement district metering areas (DMAs) to evaluate NRW physical losses.

* Develop a schedule for phased pressure testing by district after implementing the DMAs.

* Oversee the implementation of pressure testing and leak detection campaigns.

* Make recommendations for smart water technologies, including commodities, to improve NRW.

* Make recommendations for infrastructure improvements to improve NRW.

* Develop scorecards for infrastructure prioritization, including key metrics for volumetric losses, user bases, energy savings, financial savings, and cycle delivery times.

* Review hydraulic models of the three systems, considering climate change scenarios and the seasonal demands for water based on rainfall changes and domestic storage practices.

* Develop the NRW audit methodology proposal.

* Develop a water balance for each water system to define the physical losses in each system.

* Implement the NRW baseline and endline audit with the utilities, with support from other technical specialists.

* Review financial systems, aging debt, non-payment, and meter reading effectiveness in collaboration with the Commercial Specialist and Utility Finance Specialist to incorporate in NRW audits.

* Draft sections of the service delivery improvement plans for each utility, including key performance indicators that will contribute to reduction of NRW.

* Consolidate feedback from the customer surveys and the Commercial Specialist and propose technical options for the most cost-effective (considering initial investment and estimated efficiency improvements) payment systems that would be incorporated into the proposed commodity procurements

* Integrate capacity building efforts for the utilities into implementation of all aspects of programming, utilizing a co-design and co-implementation methodology.

* Facilitate trainings for smart technology integration into water systems operations.

* Provide technical support to GIS/SCADA Specialist in the development of SCADA systems and provide mentorship for interns.

* Contribute to financial sustainability plans for the utilities.

* Develop and contribute to success stories and document lessons learned.

* Perform other tasks defined by the Engineering Advisor.

Qualifications:

* Bachelor’s degree or higher in engineering or other related disciplines.

* Must have at least seven (7) years of professional experience working on NRW projects in developing countries.

* Must have demonstrated knowledge of water utilities in the West Bank and understanding of smart water technology.

* A demonstrated track record of progressively responsible experience providing leadership to donor projects with similar complexity.

* Proven leadership, organizational, and writing skills.

* Professional fluency in Arabic and proficiency in English is required.
