Terms of Reference (ToR) for Consultancy under the Building Social Impact Initiative (BSI):
Capturing Learning and Insights from BSI Framework Implementation
Background:
Baan Dek Foundation (BDF) is a non-profit organization committed to improving the lives of vulnerable children and their families in Thailand. As part of its Building Social Impact (BSI) Initiative (https://www.buildingsocialimpact.org/), Baan Dek Foundation works with companies to implement the BSI Framework, which aims to support companies in addressing human rights risks within their businesses and improve their practices toward workers and their children living in construction camps.
Objectives:
The primary objective of this consultancy is to capture learning and insights from the BSI Initiative and the outcomes experienced by the five first participating companies during the BDF-UNICEF partnership which oversaw the development and piloting of the BSI Initiative in the Thai construction sector.
Specifically, the consultancy aims to:
- Identify outcomes experienced through an outcome harvesting workshop with BSI Training Staff relating to each company’s knowledge, attitude and behavior, as well as changes in practices towards migrant workers and their families in camps
- Validate these findings of the outcome harvesting process in a workshop with relevant staff from the participating companies
- Synthesize the findings into a comprehensive learning report in both English and Thai, providing analysis of the key factors of success, challenges experienced and recommendations for future practice.
- Launch and disseminate the learning report at a launch event with key stakeholders
Scope of Work:
The consultancy will involve the following key activities:
a. Outcome Harvesting Workshop:
With the support of the BSI team, the consultant will organise and facilitate an internal outcome-harvesting workshop to identify outcomes experienced by the five participating companies through the implementation of the BSI Framework. Based on the workshop findings, the external facilitator will prepare the outcome harvesting report. A venue will be provided.
b. Validation Workshop:
The consultant, with the support of the BSI team, will hold a validation workshop with camp managers from the five participating companies. This workshop aims to validate the findings of the outcome harvesting process and gather additional insights from the field. The BSI team will support the coordination with the five participating companies.A venue will be provided.
c. Learning review of the BSI Initiative development process and identification of the key success factors.
The consultant will analyze the process and trajectory of development of the BSI Initiative through a desk review and interviews with Baan Dek staff and UNICEF staff. Key learnings will be identified and integrated in the Synthesis learning report.
d. Synthesis of Learning Report:
The consultant will synthesize the findings of the three above described steps into a comprehensive learning report. The report shall be prepared in English with an executive summary for easy dissemination.
e. BSI Learning Report Launch:
The consultant will support a launch event to disseminate the learning report to key stakeholders. The event aims to solidify the credibility of the BSI Framework in supporting companies’ efforts to improve social sustainability in their businesses and adopt better practices toward workers and children living in construction camps. The BSI team will support the coordination of participants among BSI member companies.A venue will be provided.
Deliverables:
The consultancy will deliver the following key outputs:
- Inception report including a revised agreed work plan, and a detailed structure of the synthesis report.
- Outcome Harvesting Report
- Validation Workshop Report
- Learning Report
- Launch Event Plan and Materials
Timeline:
The consultancy is expected to be completed within 2 months and should start in May. The timeline will be finalized in consultation with the selected consultant.
Qualifications:
The consultant/facilitator should possess the following qualifications:
- Demonstrated experience in outcome harvesting and facilitation.
- Good analytical and writing skills and the ability to present results in a simple language
- Strong understanding of private sector engagement and human rights issues in business operations
- Excellent writing and communication skills in English and Thai, In case the consultant does not speak Thai, a Thai assistant will need to be added to the consultant team.
- Experience working with diverse stakeholders, including corporate partners and non-profit organizations
Budget:
The maximum budget for the consultancy is 288,000THB
A detailed proposed budget, along with their expressions of interest, has to be submitted
Evaluation:
The consultant will be evaluated based on the cost, the proposal’s quality, and the ability to engage stakeholders effectively throughout the process.
