A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. She is also at the head of 12 regional health and social training institutes.

Internationally, the CRF operates in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster Risk Management.

In the same way as in the professions that it develops and implements in France, the French Red Cross internationally places all its missions in a sustainable humanitarian action plan. This results in an articulation of emergency, post-emergency, crisis exit and reconstruction activities aimed at maximum efficiency. The objective is to carry out actions with lasting effects and to allow populations to regain their complete autonomy.

Intervention and positioning of the CRF in Guinea:

The CRF has been present in Guinea since the start of the spread of the Ebola epidemic in April 2014, at the request of the Guinean Red Cross and the Guinean Ministry of Health. She contributed to the response to Ebola virus disease through the management of the Ebola Treatment Centers in Macenta and Forécariah. After this health emergency phase, the action of the French Red Cross, with financial support from the Canadian Red Cross, MAEDI and OFDA, turned to supporting the Ministry of Health to strengthen its capacities. to prevent any further resurgence of an epidemic of Ebola virus disease (EVD) in the prefectures of Forécariah, Coyah and Macenta, then towards the strengthening of the health system (RSS) in the prefecture of Macenta, in close collaboration with the Guinean Red Cross. As part of the 2018 — 2020 grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria.

The Guinean Red Cross (CRG)

The Guinean Red Cross (CRC) is one of the youngest National Societies in Africa. From its creation in 1984 to the present day, the CRG has participated in major humanitarian assistance operations which have given it solid experience. However, their scale and duration did not allow the CRG to capitalize on these operations and implement resource mobilization strategies to reduce its financial dependence, lay the foundations for sustainable development and ensure leadership during the international relief operations. Through its 2015 — 2020 Strategic Plan, it has defined 3 priority areas of action: organizational development, disaster management and risk reduction, and health and community care.

Function

Under the authority of the head of delegation, the admin/end coordinator is responsible for:

  • Administrative and financial management of programs: in compliance with local legislation, implementation of procedures, management of financial resources (accounting, cash flow, budgets, financial reports, etc.)
  • HR management, implementation of national staff recruitment procedures, training of the administrative team
  • Ensure the management and administrative and financial implementation of projects for the entire delegation
  • Organize and participate in planning programs and their resources over the budget year
  • Optimize the financial preparation of intervention projects and donor reports
  • Supervision of administrators, finance managers, and national HR.
  • Centralize and disseminate information within the delegation and at headquarters

Responsibilities:

Works under the direct responsibility of the head of delegation in Conakry.

He/she is the hierarchical manager of: a Finance manager, a Finance and HR admin assistant, an Archivist in Conakry, he/she may be required to supervise additional human resources linked in particular to audit preparation work, archiving, etc.

Terms of employment

  • Type of status : expatriate
  • Type of contract : French fixed-term contract/precariousness bonus paid at the end of the contract
  • End of year bonus : equivalent to a 13th month pro-rata based on attendance time
  • Per diem : daily per diem which varies depending on the country
  • Leave : 5 weeks of paid leave/year and 21 days of recovery – Plane ticket 100% covered by the CRf for travel home/mission for leave after 6 months
  • Health coverage : CFE + Mutuelle MSH (100% covered) – 75% covered by the CRf
  • MedEvac/repatriation insurance : YES

Formation :

  • Master’s degree in organizational administration (Master administration) or similar
  • Training in international solidarity management: Bioforce type appreciated;
  • Training or experience in coordination and/or team management,
  • Significant professional experience in administrative, financial and HR management (2 years)
  • Knowledge of Global Fund procedures: a plus
  • Significant experience in capacity building and team supervision in international solidarity projects, knowledge of the donor system ✓ Ability to transmit knowledge and skills

Experience in a similar position

  • Experience in financial, budgetary and accounting management
  • Experience in HR management
  • Experience as manager of local teams (training, capacity building, management)
  • Experienced in presenting reports to donors (Global Fund, World Bank, EU, etc.)
  • Mastery of IT tools (complete autonomy on Word and Excel, mastery of SAGA software)
  • Writing skills and experience in project writing and report development
  • Good analytical and synthesis skills
