IT Roadmap for the Jordan Water Sector Consultant At Chemonics

Chemonics seeks an expert consultant, consultant team, or firm to lead the development of an IT Roadmap for the Jordan Water Sector. The consultant(s) will work with a small team of local IT experts, with technical direction, support, and guidance provided by a USAID-funded based in Amman and implemented by Chemonics International, and in collaboration with the Ministry of Water and Irrigation, the Water Authority of Jordan, the Jordan Valley Authority, and the nation’s three regional utilities. This position will be based in Amman, Jordan. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Conduct rapid assessments of the existing IT infrastructure, cybersecurity, systems, and processes within water utilities and organizations to understand current capabilities, limitations, and areas for improvement
  • Collaborate with stakeholders, including utility managers, engineers, IT teams, and regulatory authorities, to gather requirements, prioritize objectives, and define strategic goals for IT initiatives
  • Develop a strategic level gap analysis report of the findings and the assessments conducted on the existing IT infrastructure, systems, resources, and processes within water utilities and organizations. This is a standalone deliverable that should outline strengths, weaknesses, opportunities, and threats, along with recommendations for improvement
  • Incorporate recommendations that in reflect industry trends, best practices, and emerging technologies related to water management, smart utilities, and IT systems to identify innovative solutions and opportunities for optimization
  • Develop an IT Roadmap that outline short-term and long-term strategies for the implementation of IT solutions, including hardware, software, data management, and cybersecurity measures. The Roadmap should equally consider business needs to better information analysis and utilization, leading to more efficient system operation

Qualifications:

  • Bachelor’s or master’s degree in information technology, computer science, engineering, or a related field
  • 10+ years proven experience in IT consulting, system analysis, project management, or a similar role, preferably within the water sector or utilities industry
  • Leadership experience in managing digital transformation strategy development and implementation
  • Water sector experience related to general systems and processes
  • Proficiency in IT project management methodologies, tools, and techniques, with experience in developing and executing IT roadmaps and strategic plans
  • Knowledge of IT systems and technologies commonly used in the water sector, such as SCADA systems, IoT sensors, AMI, AMR, ERP, GIS applications, and data analytics platforms
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders and technical teams
  • Excellent written and oral language skills in English
