Title: Third-Party Monitoring Coordinator (Port Sudan & Nairobi)
Reports to: Deputy Chief of Party
Location: Port Sudan & Nairobi
Travel: 20%

This position is contingent on funding. Anticipated award date: July 2024
The Near East Foundation (NEF) looking for two (2) TPM Coordinators for a proposal to provide third-party monitoring (TPM), evaluation, and special services to support USAID’s Bureau for Humanitarian Assistance (BHA) programs in Sudan. The information and findings will be critical to ensure program learning and accountability which will also be useful for programmatic adjustments and future program design by USAID/BHA in Sudan. The project has the following objectives:
- Conduct TPM activities in the South Kordofan and Blue Nile and other regions.
- Conduct TPM activities in states of Sudan where USAID/BHA is unable to access program sites.
- Deliver specific research studies or evaluations that provide in-depth analysis and insights into various aspects of the humanitarian programs being implemented in Sudan.
Responsibilities
The TPM Coordinator(s) will
- provide home office management of field-based data collection and analysis;
- effectively communicate with USAID staff regarding the contract;
- provide expert technical advice to the SMP team and will work closely with the Chief of Party and the Deputy Chief of Party to ensure SMP is implemented using rigorous, ethical methods and that the deliverables are of high quality and useful to USAID.
Required Experience
- Bachelor’s degree in social science, statistics, international development, or a related field. A master’s degree or specific academic training in Monitoring, Evaluation and research is highly desirable;
- A minimum of five (5) years of experience working in the design, implementation, and evaluation of humanitarian assistance interventions;
- A minimum of three (3) years of experience leading evaluations or research;
- A minimum of two (2) years of experience working in non-permissive environments;
- A minimum of (2) years of experience providing technical support to third-party monitoring projects;
- A minimum of (2) years demonstrated experience designing and implementing qualitative and quantitative analyses;
- Candidate must be willing to relocation to Port Sudan & Nairobi upon award.
Desired Experience
- experience in data analytics and using statistical software packages for analysis and data visualization; and
- experience in monitoring activities in the Sudan is highly desirable.
Skills
- Must have skills in quantitative and qualitative data collection and analysis;
- They must have excellent oral and written English communication skills, analytic skills, interpersonal skills, team management skills;
- Working level of Arabic is highly desirable.
