Introduction
The Jesuit Refugee Service (JRS) is an international Catholic organization and a work of the Society of Jesus. It was founded in 1980 and is now found in around fifty countries. Its mission is to support, serve and defend the rights of refugees and forcibly displaced people.
JRS works with other humanitarian organizations and agencies to support forcibly displaced people, provide them with quality services, and publicize their situation so that their rights and dignity are better respected. . JRS is open to collaboration with Jesuits, men and women religious and lay people of all religious and philosophical convictions. Since its creation, JRS has been able to fulfill its mission thanks to the participation of volunteers and employees committed to serving refugees and displaced people. JRS has been present in Chad since 2006.
Main responsibilities
Under the direct supervision of the National Program Coordinator of the programs and in close collaboration with the Project Directors, the Objective Coordinators, the Monitoring Officers, IT the National Monitoring – Evaluation Coordinator implements the plan and the monitoring systems and program evaluation to monitor the chronological implementation of projects and progress against program indicators and carry out quality assurance checks. He sends his reports to the National Program Coordinator
Specific responsibilities
1. General
- Support the development of logical frameworks for different project proposals;
- Liaise with the logistics department for the organization of surveys and interviews
- Liaise with the Human Resources Manager to obtain the necessary personnel to conduct investigations and ensure their training;
- Apply data collection methodologies when carrying out field surveys and interviews;
- Preparation of appropriate data collection tools in collaboration with other members of the program team;
- Plan the work of investigators, train them and supervise their work;
- Carry out the planned surveys such as: Post-distribution monitoring, Initial, mid-term and final evaluation, etc. ;
- Ensure the smooth running of investigations in accordance with their objectives;
- Guarantee the quality of the information collected, if necessary, make the necessary corrections with the investigators and monitors;
- Program input masks for data collected as part of surveys;
- Carry out the analysis of quantitative and qualitative data relating to the indicators of the various projects in Chad;
- Ensure database management (archiving, etc.);
- Write investigation reports;
- Provide additional analyzes requested by project staff;
- Identify problems as well as constraints and propose solutions;
- Implement the operational plan for monitoring and evaluation of the various projects;
- Implement the complaints management system adapted to the context;
- Consult stakeholders on the most appropriate communication channels to escalate complaints;
- Manage the complaints database and produce a monthly analysis report on complaints received;
- Update information in the beneficiary database;
- Maintain registers of lessons learned and risks of the various projects implemented on the mission:
- Ensure that financial needs linked to MEAL activities are taken into account in all project proposals where possible;
- Ensure that notions of gender and equity are taken into account at all stages of the monitoring & evaluation process
2. Coordination
- Periodically organize discussion meetings on the progress of projects with the DP or CA and the Objectives Coordinator and project coordinators
- Other similar tasks assigned
Required profile
Training, experience and skills required:
Mandatory :
• Minimum Bachelor’s degree in Statistics or Applied Economics
• Significant experience in implementing project/program monitoring & evaluation processes
• Work experience of at least four years in the humanitarian field and/or in the field of data management and project management; significant proven experience in a position with similar responsibilities
• Knowledge and demonstrated experience in implementing data collection (qualitative and quantitative), analysis and reporting methods.
• Mastery of data processing and statistical analysis software (Sphinx, SPSS, Excel, etc.)
• Ability to produce quality reports (clear, precise, concise, informative)
• Fluency in written and spoken French
• Ability and willingness to work in a team
• Mind open to learning.
