CCCM Project Assistant – Protection CFM At Agency for Technical Cooperation and Development

Job Purpose:

The CCCM Project Assistant – Protection / CFM is responsible for overseeing and carrying out day-to-day protection activities in ACTED-supported camps, sites, and informal settlements in NWS – Idleb – KAJ. The CCCM Project Assistant – Protection CFM is under the direct management of the CCCM Project Officer and will be technically supported by the Protection Advisor.

Objectives:

The CCCM Project Assistant – Protection CFM will be supporting the CCCM team in identifying vulnerable or at-risk individuals in the camps and/or individuals in needs of protection services, conducting safe and confidential referrals to protection services and other available services in the camps, updating the services map in the work area, referring the vulnerable protection cases to the active actors in the area according to the need, assisting in preparing reports and trackers for the identified and served cases accordingly, archiving all the documents according to Acted data security policies and coordination with other sections in the project for identified cases. And to strengthen complaint and feedback mechanisms in the camps through collecting the complaints and refer them to concerned actors.

Duties and Responsibilities:

The CCCM Project Assistant – Protection CFM has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). The Project Assistant has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEAH Policy and report any safeguarding concern such as breaches of organizational policies or code of conduct according to ACTED’s procedures. The Project Assistant carries out work duties in a way that does not harm children, vulnerable adults and other staff and volunteers.

Protection mainstreaming:

  • Identification and monitoring of protection risks and concerns in each site/settlement through observations and discussions with Committees, Protection / CFM Focal Points, community leaders, site/camp residents, and partners including protection organizations.
  • Participate in regular site risks spot check in the targeted sites focusing on identifying key protection risks and safety issues in the camp layout and design of main facilities (shelters, WASH, roads, site layout, etc.) and ensure to provide timely recommendations to site maintenance team for mitigating the risks identified.
  • Support in conducting safety audits in the sites through FGDs, KIIs, and spot checks.

Support to protection and CFM focal points and referrals:

  • Through the guidance of the Protection advisor, ensure proper capacity building, guidance and communication with the selected camp protection focal points in the sites.
  • Ensure that they follow their ToRs and support their liaison with protection organizations in each site.
  • Hold weekly meetings with protection focal points and discuss protection issues identified by the focal points and specific needs for referrals of vulnerable or at-risk individuals.
  • Conduct actors and service mapping and development of referral pathways in each site/camp.
  • In full coordination with the Protection advisor, ensure timely and safe referrals of vulnerable or at-risk individuals identified and in respect of their informed consent to protection agencies and/or relevant and competent services providers as per the referral pathways and ensure assistance was provided.
  • Ensure proper documentation and timely information of referrals done and follow up results.
  • Ensure that individuals with special needs are identified and receive target information on and support to access available services.
  • Support in good implementation of complaints and feedback mechanisms and awareness of community about CFM.
  • Collect the complaints from the field, then arrange them in complaints follow up tracker “COMFU”, and finally share the complaints with accountability focal point after classification process at weekly and monthly basis.
  • Mange and direct one female monitor and incentive labors to follow up woman committees, that includes delivering training courses and support woman committee to conduct their activities.

Other tasks in support to the CCCM team:

  • Assisting in capacity building for CMUs, camp committees, and other stakeholders in collaboration with protection actors.
  • Support when requested for organizing community events led by Committees and protection focal points.
  • Conduct daily visits to the camps, oversee the activities and collect all activities monitoring forms on a daily basis and submit them to the line manager.
  • Organizing and supervising the CCCM Monitors in the data collection process for Needs assessments, Baseline assessment, FGDs, and activities monitoring.

Reporting:

  • Prepare timely weekly reports to the CCCM project officer, the Project Manager, and the protection advisor on protection activities implemented and/or monitored, especially ensuring tracking of all training on protection and tracking of referrals to other services for vulnerable or at-risk individuals.

Key Performance Indicators:

  • 100% of recommendations to solve or mitigate the protection risks and issues identified are referred internally or externally.
  • 100% of activities weekly reports are submitted on time.
  • 100% of referrals are tracked and followed up.
  • Quarterly updated protection actors service mapping.
  • Refer complaints and feedback weekly and monthly tracker with accountability focal point.
  • Empower protection and CFM focal points inside camps.

QUALIFICATIONS:

Essential:

  • University degree.
  • Minimum 3 years of total work experience with humanitarian organizations.
  • Minimum 1 year of experience with NGOs in the protection sector.
  • Experience working with KOBO and other data collection tools.
  • Female candidate.

Preferred:

  • Previous experience in community committees and conducting awareness sessions.
  • Practical work in the accountability department is preferred.
  • Previous experience in working in camps settings.
  • Very good computer skills (Microsoft Office) highly preferred
  • Very good and respectful communication skills.
  • Ability to maintain the highest degree of confidentiality and discretion.
  • Flexibility and ability to work under pressure.
  • Commitment to humanitarian principles and good knowledge of protection mainstreaming elements.
  • Good negotiation skills and coordination skills with several actors.
  • Good understanding of SPHERE standards and environmental protection considerations. Strong interpersonal skills.
