The Opportunity – Monitoring, Evaluation, Accountability and Learning (MEAL) Manager (Gaza)

Post location: Gaza Field Office – Rafah and subject to change based on SC priorities and response in Gaza.

Contract Duration and Level of Effort: until 31st December 2024, with a possibility of extension based on available funds.

ROLE PURPOSE:

The MEAL Manager at Save the Children in Gaza will lead the organization’s efforts in monitoring, evaluation, accountability, and learning, ensuring that programs are implemented effectively, results are measured accurately, and lessons are captured and applied for continuous improvement. You will oversee the design and implementation of MEAL systems, coordinate data collection and analysis, and support program teams in using evidence for decision-making and program adaptation. This role requires strong technical expertise in MEAL methodologies, excellent analytical skills, and the ability to work collaboratively across teams.

KEY AREAS OF ACCOUNTABILITIES:

MEAL System Design and Implementation:

  • Lead the design, development, and implementation of MEAL systems and frameworks for all programs and projects in Gaza.
  • Establish clear indicators, targets, and data collection tools to measure program outcomes and impact.
  • Ensure that MEAL activities are integrated into program planning, implementation, and reporting processes.

Monitoring and Evaluation:

  • Oversee the monitoring and evaluation of program activities, including the development of monitoring plans, data collection protocols, and evaluation methodologies.
  • Conduct regular monitoring visits to project sites to assess progress, identify challenges, and ensure compliance with quality standards.
  • Coordinate external evaluations and assessments to measure program effectiveness, relevance, and sustainability.

Accountability and Feedback Mechanisms:

  • Establish and manage feedback mechanisms to ensure that beneficiaries and communities can provide input, raise concerns, and receive feedback on program activities.
  • Facilitate participatory approaches to program design, implementation, and evaluation, ensuring the meaningful involvement of stakeholders at all stages.

Data Management and Analysis:

  • Oversee the collection, management, and analysis of program data, ensuring its accuracy, completeness, and confidentiality.
  • Utilize data analysis tools and software to generate insights, trends, and lessons learned from program data.
  • Prepare and disseminate regular MEAL reports to program teams, senior management, donors, and other stakeholders.

Learning and Knowledge Management:

  • Facilitate learning events, workshops, and reflection sessions to capture and share lessons learned from program implementation.
  • Document best practices, case studies, and success stories to inform program design and replication.
  • Promote a culture of learning and continuous improvement within the organization, encouraging staff to apply evidence-based approaches and adapt programming accordingly.

Capacity Building and Support:

  • Provide training, mentoring, and technical support to program staff and partners on MEAL methodologies, tools, and processes.
  • Strengthen the capacity of staff to collect, analyze, and utilize data for decision-making and program management.

In order to be successful, you will bring/have:

QUALIFICATIONS, EXPERIENCE AND SKILLS

ESSENTIAL:

  • Master’s degree in Monitoring and Evaluation, International Development, Social Sciences, or a related field; additional training in MEAL methodologies is desirable.
  • 5+ years of experience in MEAL management, preferably in the humanitarian or development sector, with a focus on program monitoring, evaluation, and learning.
  • Strong technical expertise in MEAL methodologies, including quantitative and qualitative data collection and analysis techniques.
  • Proficiency in data management and analysis software, such as Excel, SPSS, STATA, or similar tools.
  • Excellent analytical and problem-solving skills, with the ability to interpret data and generate actionable recommendations.
  • Strong communication and interpersonal skills, with the ability to work effectively in a multicultural environment and build relationships with diverse stakeholders.
  • Commitment to Save the Children’s mission and values, with a passion for improving the lives of children and families in Gaza through effective MEAL practices.
  • Language proficiency in Arabic and English.

DESIRABLE:

  • Experience of working with NGO
  • Experience in emergency response
