WASH Engineer(Gaza) At Save the Children

The Opportunity – WASH Engineer

Post location: Gaza Field Office – Rafah and subject to change based on SC priorities and response in Gaza.

Contract Duration and Level of Effort: until 31st December 2024, with a possibility of extension based on available funds.

ROLE PURPOSE:

The WASH Engineer will provide technical support to engineering designs, establishment of work specifications and bill of quantities, follow up and monitoring of WASH facilities construction activities. The WASH Engineer is responsible for all the technical aspects supporting the construction of WASH facilities.

SCOPE OF ROLE:

Reports to: WASH Programme Manager

Staff reporting to this post: None.

KEY AREAS OF ACCOUNTABILITY:

Programme Support

Support on WASH technical assessments in the camps.

Development of WASH Engineering designs and BoQ proactively promoting high quality WASH technical approaches.

Coordinate with the Logistics Team to put in place a sensible procurement plan for the construction of WASH facilities.

Identify WASH staffing needs (national) for technical supervisors and ensure rapid recruitment, induction and training of new staff (if required).

Prepare and oversee WASH infrastructure implementation within the camps to ensure timely delivery of programme activities for example, preparing work plans, designs, monitoring progress etc.

To ensure that minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

Capacity Building:

Identify learning and training opportunities for project staff and work as a mentor and role model for less experienced staff.

Oversee development of technical training materials that will improve aspects of WASH work within Save the Children at country level.

Representation & Advocacy & Organisational Learning:

Ensure that Save the Children’s work is coordinated with efforts of other agencies and

Government, and support Interagency Coordination forums, advocating for the specific needs of children. This may involve supporting coordination working groups.

With support from the lead WASH Adviser and/or other senior programme staff, assist in advocacy activities that target decision-makers in-country.

Contribute to communications and media work as required.

Take steps to document lessons learned, from WASH programmes, for wider dissemination,

Identify opportunities and material to contribute to WASH communications and media work, acting as a spokesperson when required.

General:

Deliver high quality results in line with the terms of reference agreed in advance – to do this in a way which maintains the reputation of the Humanitarian Department.

Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

To perform such other responsibilities as agreed with your line management.

In order to be successful, you will bring/have:

QUALIFICATIONS, EXPERIENCE AND SKILLS

Essential

  • Minimum of Bachelor’s degree in Engineering, Science or related field.
  • 5+ years of working experience in a technical field related to WASH.
  • Excellent interpersonal, organizational, communication and time management skills.
  • Computer literacy in MS Office.
  • At least 2 years of technical experience in NGO – Preferably INGO.
  • Familiarity with the International Humanitarian operations, coordination structures and mandates of donors and other NGOs.
  • Cross cultural awareness and insight into multi-programming issues.
  • Ability to exercise sound judgment and make decisions with limited supervision.
  • Flexibility and ability to cope with stressful situations and frustrations.
  • Ability to relate to and motivate local staff effectively.
  • Creative and able to work with limited resources.
  • Team player and strong communication skills, both oral and written.
  • Honest, hardworking and committed to community development.
  • Proficient in computer applications, especially with MS Word and MS Excel. MS
  • PowerPoint is a plus.
  • Basic oral and written English skills with ability to draft and edit program reports.

Desirable

  • Language skills in Arabic and other local languages
  • Experience or knowledge of working and living in relevant regions/contexts
  • Specific experience of designing and managing major donor projects
  • Knowledge of consortia working
