Supply Chain Management Specialist At UNOPS

UNOPS Guatemala is looking for a Supply Chain Management Specialist.

Under the general guidance of the Senior Project Manager and in close coordination with the Coordinator of the Technical Team of Medicines and Medical Supplies and the Support Services Areas, the Supply Chain Management Specialist will be responsible for the strategic management and supervision of the supply chain of medicines and medical surgical materials, as well as the management of logistics processes, and the contract cycle from the compilation of needs and requirements in the pre-acquisition stage until the closing of the contract and the evaluation of the supplier’s performance within the framework of the project with the MSPAS.

The Supply Chain Management Specialist will have the following functions and responsibilities:

1. Development and implementation of relationship strategies with suppliers, logistics and contractual management

  • Conceptualization, development and execution of the supply chain strategy, management of relationships with suppliers and associated counterparties and measurement of supply chain performance.
  • Development of strategies for the implementation of a distribution model that responds to the needs of the associate, taking into account the level of maturity of the environment.
  • Creation of databases/baselines through tools such as DRIVE and WEP in order to identify indicators and maturity of suppliers and contractors in terms of gender, diversity, inclusion, sustainability, social and environmental management, etc. As well as the identification of good practices in participating companies.

2. Strategic coordination of supply chain management processes, contract management

  • Management of the implementation of the monitoring system for processes and mechanisms to eliminate deficiencies in the supply chain.
  • Support so that the management of services or delivery of goods is well structured, with understanding of the guidelines by both parties, and that suppliers understand the service they must provide or goods they must deliver and the conditions that must be met.
  • Creation and implementation of a monitoring and control system appropriate to the management of contracts, deliveries of medications and surgical medical supplies, and payment processes.
  • Work to resolve conflicts or performance issues, claims and disputes, demanding specific performance, claiming against warranties and other contractual remedies.
  • Plan and manage contractual aspects; Establish and maintain work programs and schedules for ongoing and new contracts, in conjunction with the project manager.

3. Management of work teams

  • Facilitating engagement and provision of high quality results and services of the supervised team through effective work planning, performance management, coaching and promotion of learning and development.
  • General supervision, ensuring compliance with existing policies and good practices by team members.

4. Facilitation of knowledge construction and knowledge sharing

  • Organization, facilitation and delivery of training and learning initiatives for staff related to logistics and contract management issues.
  • Leading and implementing initiatives on capacity building and knowledge development for logistics, contract management and quality management staff, including network development, learning plans and activities, and information on logistics and supply chain management practices and benchmarking best practices.
  • Oversight team contributions to logistics knowledge networks, contract management and communities of practice, including collaborative synthesis of lessons learned and dissemination of best practices in contract, logistics and supply chain management.

Requirements:

Education

  • A higher university degree is required, equivalent to a Master’s Degree, preferably in Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, Economics, Pharmacy or another related field.
  • A university degree at the Bachelor’s level (equivalent to a Bachelor’s Degree) preferably in the aforementioned areas, in combination with seven (07) years of experience, may be considered if you do not have a higher education degree.
  • Certifications relevant to the position are desirable.

Experience

  • 05 to 07 years of professional experience is required (depending on the academic degrees presented) in the logistics and contractual management of supply chains, preferably in management, coordination, and team leader positions that include relationships with suppliers.
  • Experience in creating management reports using dashboards in business intelligence systems such as Google Data Studio, Tableau, Power BI, Clik, SAP or similar is required.

Will be highly valued:

  • Experience in the logistics chain of drug distribution in countries in the Central American region.
  • Knowledge of customs regulations of countries in Central America for the importation of medicines.

Language

  • Fluency in the Spanish language is required.
  • Knowledge of the English language at an intermediate level will be highly valued.
