Context:

Under the overall supervision of the Chief of Mission (COM) in Chad and direct supervision of the Head of Programmes (HoP), and in close coordination with the Regional Emergency and Post-Crisis Thematic Specialist (RTS) at the Regional Office in Dakar and relevant Divisions/Departments/Units at Headquarters (HQ), the Programme Officer (Transition and Recovery) will be responsible and accountable for providing technical and administrative support and coordinating the development, implementation, monitoring and reporting of IOM Chad Transition and Recovery programmes.

Core Functions / Responsibilities:

  1. Coordinate the overall implementation of Transition and Recovery Programme in Chad, including monitoring the budgetary, administrative, and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.
  2. In close coordination with the HoP, provide operational guidance and technical supervision to programme staff, assisting on the development and implementation of programmatic strategy. Monitor the projects’ progress specifically aimed at increasing effectiveness and recommending appropriate action.
  3. Track and follow up on progress against projects’ strategic objectives, benchmarks, and provide information and recommendations with respect to possible improvements and corrections; coordinate the establishment of a common Monitoring and Evaluation (M&E) framework that incorporates regular reporting requirements and impact evaluation strategies, in close coordination with M&E Officer at IOM Chad.
  4. Contribute to the identification of donors’ priorities and strategies in Transition and Recovery, explore the possibility of new program development processes in Chad, and draft project proposals in close coordination with the PSU unit, in relation to expressed governmental needs, donors’ priorities, and in line with IOM’s mandate and strategy.
  5. Supervise the staff assigned to the project, and monitor the work of Consultants/Implementing Partners (IPs) recruited to support and/or undertake specific activities. Contribute to the development of, and organize and deliver capacity building activities to help build capacity of staff, partners, government officials, and other humanitarian actors.
  6. Participate in and provide technical and process-related support for monitoring and compliance with project partners, project staff and implementing entities. Liaise with government entities, IPs, United Nations (UN) agencies and other stakeholders in the project.
  7. Coordinate with other units in IOM Chad for a smooth implementation of relevant project activities.
  8. Facilitate adequate information management on program-related activities including awareness raising and visibility; draft and/or provide regular updates, summaries, press releases, and other relevant materials, in close coordination with the donor and relevant units.
  9. Draft segments of internal and external narrative and financial reports, including donor reports, ensuring coordination and consolidation of partner reports.
  10. Facilitate communities’ participation throughout the projects’ implementation process, including through effective engagement and feedback mechanism.
  11. Participate in relevant conferences, workshops, steering committees, and technical working groups, as well as other forums; provide information and participate in the presentation of IOM activities.
  12. Participate in relevant UN working groups and activities to contribute to the mainstreaming of migration related issues into United Nations Sustainable Development Cooperation Framework (UNSDCF).
  13. Undertake duty travel as required to support coordination and monitoring activities for project implementation.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in programme conceptualisation, implementation and management;
  • Experience in project development and capacity-building activities;
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
  • Experience in organizing consultations, workshops and seminars with stakeholders;
  • Experience in programme management, implementation, and project development;
  • Experience in coordination of various projects under the program to ensure maximum outputs;
  • Experience in emergency settings with in-depth knowledge of IOM/UN program/project life cycles;
  • Experience with UN and international agencies, international or local NGOs is preferred;
  • Knowledge and experience working with PRIMA is an advantage; and,
  • Work experience in the Region is an advantage.

Skills

  • Knowledge of UN and bilateral donor programming.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
