Job Purpose
GOAL is seeking an experienced Senior Programme Manager to join our Programmes team. The main aim of this role is to provide strategic guidance and oversight to GOAL’s Country programmes funded by the Development Cooperation and Africa Division (DCAD) of the Department of Foreign Affairs and Trade of Ireland (DFAT) or Irish Aid (IA).
This is an exceptional opportunity to put your skills to use in an international NGO. You’ll play a pivotal role in the development of the next phase of GOAL’s multiyear Irish Aid Programme, linking it to our new strategy.
The key responsibilities of the role are:
- Lead on effective grant management of the portfolio of 10 country programmes including the coordination of proposals and GOAL’s Annual Irish Aid report; staying abreast of Irish Aid programme cycle management and compliance guidelines; develop programme documentation and relevant materials that appropriately communicate outcomes, impact and learnings.
- Lead on the performance management of Irish Aid funded programmes including quarterly grant review processes (assessing spend, output and outcome monitoring); maintain management dashboards and the programme recommendation tracker.
- Work with GOAL’s MEAL department to ensure effective monitoring and evaluation of GOAL’s Portfolio of country programmes funded by Irish Aid and ensure learnings are gathered and shared across country teams.
- Travel to GOAL country programmes to review and support the implementation of programmes and facilitate monitoring and donor visits when appropriate.
- Support the development of effective partnerships with a diverse array of organisations within country teams by supporting the teams to develop new programmatic partnerships; ensuring that pre-award audits are undertaken and ensuring training is provided on partnership to GOAL teams and partners, as needed.
The Person
Significant programme management and international experience including a commitment and passion for humanitarian relief and development work.
Proven track record in previous coordination/programme management of a multi-country portfolio, preferably with an international NGO.
Excellent communication skills – the effectiveness of the project manager’s communication has a direct impact on field teams, our funding partner and HQ support teams
Project planning and time management skills are essential to the success of this role.
Strong analytical and writing skills.
**GOAL offers staff flexible working with our hybrid model, we require our HQ employees to work 2 days per week from our office in Dun Laoghaire, Dublin**
